  1.1                          A bill for an act
  1.2             relating to state government; asking state employees 
  1.3             to submit suggestions to improve the efficiency and 
  1.4             effectiveness of state government. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [STATE EMPLOYEE SUGGESTIONS.] 
  1.7      (a) For a payroll period before July 1, 1995, a notice as 
  1.8   specified in this section must be included in paychecks, or in 
  1.9   confirmations of electronic deposits of wages, sent to all state 
  1.10  employees.  The text of the notice must be prepared by the 
  1.11  commissioner of administration, in consultation with the chairs 
  1.12  of the ways and means committee of the house of representatives 
  1.13  and the finance committee of the senate. 
  1.14     (b) The notice must request state employees to send ideas 
  1.15  on improving state government efficiency and effectiveness to 
  1.16  the ways and means committee of the house of representatives or 
  1.17  to the finance committee of the senate.  The notice must 
  1.18  encourage state employees to submit suggestions on: 
  1.19     (1) changes that could be made in state laws, rules, 
  1.20  policies, or management practices that would permit the 
  1.21  employees to do their own jobs more efficiently and effectively; 
  1.22  and 
  1.23     (2) changes that could be made in state laws, rules, 
  1.24  policies, or management practices that would permit other state 
  1.25  employees or other state agencies to accomplish their missions 
  2.1   more efficiently and effectively. 
  2.2      (c) The notice must inform employees that they are not 
  2.3   required to submit their names with their suggestions, but 
  2.4   should encourage employees to provide enough information so that 
  2.5   the suggestions can be researched and implemented. 
  2.6      Sec. 2.  [EFFECTIVE DATE.] 
  2.7      Section 1 is effective the day following final enactment.
