  1.1                          A bill for an act 
  1.2             relating to crime prevention; authorizing grants for 
  1.3             violence prevention in Asian-Pacific communities; 
  1.4             appropriating money. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [ASIAN-PACIFIC VIOLENCE PREVENTION GRANTS; 
  1.7   APPROPRIATION.] 
  1.8      Subdivision 1.  [APPROPRIATION.] $1,150,000 is appropriated 
  1.9   for the fiscal year ending June 30, 2000, and $1,150,000 is 
  1.10  appropriated for the fiscal year ending June 30, 2001, from the 
  1.11  general fund to the executive director of the center for crime 
  1.12  victim services to make the grants described in this section.  
  1.13  Of this appropriation, up to 2.5 percent may be used for 
  1.14  administrative expenses involved in making the grants. 
  1.15     Subd. 2.  [PUBLIC AWARENESS CAMPAIGN.] Of the amount 
  1.16  appropriated in subdivision 1, $250,000 for the fiscal year 
  1.17  ending June 30, 2000, and $250,000 for the fiscal year ending 
  1.18  June 30, 2001, is for a grant or grants for a public awareness 
  1.19  campaign focusing on domestic violence, sexual assault, and 
  1.20  youth violence in Asian-Pacific communities.  The campaign must 
  1.21  address all three issues.  The grant recipient may collaborate 
  1.22  or contract with public relations or media experts when planning 
  1.23  and conducting the campaign. 
  1.24     Subd. 3.  [RESEARCH PROJECT.] Of the amount appropriated in 
  1.25  subdivision 1, $50,000 for the fiscal year ending June 30, 2000, 
  2.1   and $50,000 for the fiscal year ending June 30, 2001, is for 
  2.2   grants to conduct a research project to assess violence in the 
  2.3   Asian-Pacific communities and improve data collection practices 
  2.4   of mainstream systems and institutions that work with 
  2.5   Asian-Pacific communities.  An organization receiving a grant 
  2.6   under this subdivision must have experience in conducting 
  2.7   research projects or enter into an agreement with an 
  2.8   organization having this experience to conduct the research 
  2.9   project. 
  2.10     Subd. 4.  [TRAINING.] Of the amount appropriated in 
  2.11  subdivision 1, $100,000 for the fiscal year ending June 30, 
  2.12  2000, and $100,000 for the fiscal year ending June 30, 2001, is 
  2.13  for grants to conduct training for law enforcement, the 
  2.14  judiciary, and community agencies on issues related to violence 
  2.15  in Asian-Pacific communities. 
  2.16     Subd. 5.  [YOUTH VIOLENCE.] Of the amount appropriated in 
  2.17  subdivision 1, $250,000 for the fiscal year ending June 30, 
  2.18  2000, and $250,000 for the fiscal year ending June 30, 2001, is 
  2.19  for grants for youth violence prevention and intervention 
  2.20  services.  These services may include teaching parenting skills 
  2.21  and providing education on youth violence. 
  2.22     Subd. 6.  [SEXUAL ASSAULT AND DOMESTIC VIOLENCE.] Of the 
  2.23  amount appropriated in subdivision 1, $500,000 for the fiscal 
  2.24  year ending June 30, 2000, and $500,000 for the fiscal year 
  2.25  ending June 30, 2001, is for grants to increase the capacity of 
  2.26  organizations that provide sexual assault and domestic violence 
  2.27  prevention and intervention services to Asian-Pacific 
  2.28  communities. 
  2.29     Subd. 7.  [GRANT RECIPIENTS.] The executive director may 
  2.30  award the grants described in this section only to existing 
  2.31  nonprofit community-based organizations that have a strong base 
  2.32  in and a demonstrated record of serving Asian-Pacific 
  2.33  communities. 
  2.34     Subd. 8.  [ADVISORY TASK FORCE; AWARDING OF GRANTS.] (a) 
  2.35  The executive director shall form an advisory task force under 
  2.36  Minnesota Statutes, section 15.014, to make recommendations on 
  3.1   awarding grants under this section.  The task force shall 
  3.2   consist of individuals who are active in serving the needs of 
  3.3   Asian-Pacific communities.  The task force shall assist and 
  3.4   advise the executive director by: 
  3.5      (1) assisting in developing requests for proposals; 
  3.6      (2) advising on issues related to planning, development, 
  3.7   data collection, program evaluation, and the administration and 
  3.8   coordination of grants under this section; 
  3.9      (3) reviewing grant applications; and 
  3.10     (4) making advisory recommendations on awarding grants.  
  3.11     (b) The executive director shall consider the advisory task 
  3.12  force's recommendations before awarding grants under this 
  3.13  section. 
  3.14     (c) A member of the advisory task force shall be excluded 
  3.15  from participating in review and recommendations concerning a 
  3.16  grant application if the member: 
  3.17     (1) serves or has served at any time during the past three 
  3.18  years as an employee, volunteer, or governing board member of an 
  3.19  organization whose application is being reviewed; or 
  3.20     (2) has a financial interest in the funding of the 
  3.21  applicant organization. 
  3.22     Subd. 9.  [REPORT.] By January 15, 2002, the executive 
  3.23  director shall report to the chairs and ranking minority members 
  3.24  of the senate and house committees or divisions having 
  3.25  jurisdiction over criminal justice funding on the grants awarded 
  3.26  under this section.  The report must include a detailed account 
  3.27  of how the grants were allocated, how the grants were used, and 
  3.28  an assessment of the results of the projects funded by the 
  3.29  grants.
