A bill for an act
relating to education finance; strengthening the
commissioner of education's role in recommending
school finance changes; amending Minnesota Statutes
2004, section 127A.06.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2004, section 127A.06, is
amended to read:


127A.06 RECOMMENDATIONS; BUDGET.

new text begin (a) new text end The commissioner of education shall recommend to the
governor and legislature such modification and unification of
laws relating to the state system of education as shall make
those laws more readily understood and more effective in
execution.

new text begin (b) new text end The commissioner of education shall prepare a biennial
education budget which shall be submitted to the governor and
legislature, such budget to contain a complete statement of
finances pertaining to the maintenance of the state department
and to the distribution of state aid.

new text begin (c) The commissioner of education may convene task forces
and otherwise assemble school finance experts to examine
Minnesota's school finance system. The commissioner shall
submit any school finance recommendations to the governor and
legislature. The commissioner must include in these
recommendations:

new text begin (1) an analysis of how these recommendations will affect
school district and charter school budgets;
new text end

new text begin (2) a description of how these recommendations will improve
student performance;
new text end

new text begin (3) a summary of how these recommendations will close the
achievement gap among students; and
new text end

new text begin (4) an analysis of how these recommendations will
compensate school programs for state and federally mandated
services including special education programs and assessment
activities.
