  1.1                          A bill for an act
  1.2             relating to the lottery; requiring placement of 
  1.3             computer equipment and connections for on-line lottery 
  1.4             games in certain instances; amending Minnesota 
  1.5             Statutes 1994, section 349A.06, by adding a 
  1.6             subdivision. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Minnesota Statutes 1994, section 349A.06, is 
  1.9   amended by adding a subdivision to read: 
  1.10     Subd. 12.  [RETAILER ELIGIBILITY FOR TERMINAL.] The 
  1.11  director shall not refuse to place computer equipment and 
  1.12  connections for on-line lottery games on the premises of a 
  1.13  retailer solely on the grounds of inadequate projected on-line 
  1.14  game sales, if the retailer requests the placement of the 
  1.15  equipment and connections and has, in the 12 months prior to the 
  1.16  request at the premises for which the application is made, had 
  1.17  average monthly gross receipts from the sale of tickets for 
  1.18  instant lottery games of at least $600.  Thereafter the director 
  1.19  may not remove the computer equipment and connections from the 
  1.20  retailer's premises unless the retailer is subject to 
  1.21  cancellation, suspension, or refusal to renew a contract under 
  1.22  subdivision 11, other than paragraph (b), clause (7), or the 
  1.23  retailer's average monthly gross receipts from the sale of 
  1.24  tickets for instant lottery games over a period of 12 
  1.25  consecutive months is less than $600.
