A bill for an act
relating to transportation; requiring an intersection improvement study at a location
on marked Trunk Highway 65 in Blaine; appropriating money.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

(a) $....... in fiscal year 2017 is appropriated from the trunk highway fund to the
commissioner of transportation to study congestion and safety improvements at marked
Trunk Highway 65 and Anoka County State-Aid Highway 12, known as 109th Avenue, in
Blaine. At a minimum, the study must evaluate options and costs for congestion
improvements and must analyze the impacts of freight on transportation. The commissioner
must submit a copy of the study to the chairs and ranking minority members of the legislative
committees with jurisdiction over transportation policy and finance.

(b) Any amount remaining from this appropriation exceeding the amount expended for
the study is available for design, environmental analysis, property acquisition, and
construction on a project resulting from the study. Notwithstanding Minnesota Statutes,
section 16A.28, this appropriation is available for five years after the year of appropriation.
