  1.1                             A resolution 
  1.2             memorializing the President and Congress to provide a 
  1.3             Vehicle and Cargo Inspection System machine in Ranier, 
  1.4             Minnesota. 
  1.5      WHEREAS, ensuring the security of containers imported into 
  1.6   the United States continues to represent a key element of 
  1.7   national and state security; and 
  1.8      WHEREAS, Ranier, Minnesota is the second-largest bulk 
  1.9   commodity rail port in the United States; and 
  1.10     WHEREAS, goods frequently pass through Ranier during 
  1.11  transport to other parts of Minnesota and the rest of the United 
  1.12  States; and 
  1.13     WHEREAS, Vehicle and Cargo Inspection System (VACIS) 
  1.14  machines represent the best technological solution currently 
  1.15  available for ensuring the security of containers entering the 
  1.16  United States; and 
  1.17     WHEREAS, due to the significant investment represented by a 
  1.18  VACIS machine and the machine's relevance to national security, 
  1.19  Congress has provided VACIS machines for other ports; NOW, 
  1.20  THEREFORE, 
  1.21     BE IT RESOLVED by the Legislature and the Governor of the 
  1.22  State of Minnesota that they urge the President of the United 
  1.23  States and Congress to provide funding for a VACIS machine in 
  1.24  Ranier, Minnesota and for the staffing necessary to operate the 
  1.25  machine. 
  2.1      BE IT FURTHER RESOLVED that the Secretary of State of the 
  2.2   State of Minnesota shall transmit copies of this memorial to the 
  2.3   President of the United States, the President and the Secretary 
  2.4   of the United States Senate, the Speaker and the Clerk of the 
  2.5   United States House of Representatives, and Minnesota's Senators 
  2.6   and Representatives in Congress.
