A bill for an act
relating to elections; providing for ongoing status as
an absentee voter; amending Minnesota Statutes 2004,
section 203B.04, by adding a subdivision.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2004, section 203B.04, is
amended by adding a subdivision to read:

new text begin Ongoing absentee status; termination. new text end

new text begin (a) An
eligible voter may apply to a county auditor or municipal clerk
for status as an ongoing absentee voter. Each applicant must
automatically be provided with an absentee ballot for each
ensuing election other than an election by mail conducted under
section 204B.45, and must have the status of ongoing absentee
voter indicated on the voter's registration card.

new text begin (b) Ongoing absentee voter status ends on:

new text begin (1) the voter's written request;
new text end

new text begin (2) the voter's death;
new text end

new text begin (3) return of an ongoing absentee ballot as undeliverable;

new text begin (4) a change in the voter's status so that the voter is not
eligible to vote under section 201.15 or 201.155; or

new text begin (5) placement of the voter's registration on inactive
status under section 201.171.

new text begin (c) The secretary of state shall adopt rules governing
procedures under this section.
