  1.1                          A bill for an act 
  1.2             relating to housing; establishing an affordable 
  1.3             neighborhood design and development initiative; 
  1.4             appropriating money. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [AFFORDABLE NEIGHBORHOOD DESIGN AND DEVELOPMENT 
  1.7   INITIATIVE.] 
  1.8      (a) The purpose of this section is to develop and implement 
  1.9   methods of reducing the total costs of housing units through the 
  1.10  innovative use of technology and planning.  Models shall be 
  1.11  sought for use by local units of government and nonprofit 
  1.12  organizations to use to develop small owner-occupied 
  1.13  neighborhoods of affordable housing.  
  1.14     (b) $....... is appropriated to the Minnesota housing 
  1.15  finance agency for the biennium ending June 30, 1997, to conduct 
  1.16  a competition or secure proposals for innovative plans for the 
  1.17  development of housing units affordable to low-income persons.  
  1.18  It may seek plans that reduce construction costs through 
  1.19  technological advancements, uniform housing designs suitable for 
  1.20  use throughout the state, central purchasing of material or 
  1.21  housing components, or streamlining of regulatory processes for 
  1.22  site planning and land development.  Designs selected become the 
  1.23  property of the state of Minnesota.  The agency may award one or 
  1.24  more premiums in each competition and may pay the costs and fees 
  1.25  that may be required for the conduct of competitions.
