  1.1                          A bill for an act 
  1.2             relating to water; restricting certain activities of 
  1.3             water quality cooperatives; amending Minnesota 
  1.4             Statutes 1998, section 115.58, by adding a subdivision.
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  Minnesota Statutes 1998, section 115.58, is 
  1.7   amended by adding a subdivision to read: 
  1.8      Subd. 4.  [RESTRICTION ON ACTIVITIES.] A water quality 
  1.9   cooperative must not conduct any activities nor exercise any 
  1.10  powers affecting real property located within two miles outside 
  1.11  of the border of any incorporated municipality.  The governing 
  1.12  body of a municipality may by resolution waive this restriction.
