A bill for an act
relating to local government; prohibiting the annual salary of members of the
Minneapolis City Council from exceeding the state median household income;
amending Laws 1971, chapter 744, section 3.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
Laws 1971, chapter 744, section 3, is amended to read:
Commencing June 1, 1971 the annual salary of the mayor of the city of Minneapolis
shall be $21,800 and the annual salary of each deleted text begin aldermandeleted text end new text begin member of the city councilnew text end of said
city shall be $16,400. After July 1, 1973, the city council may by resolution adopted prior
to July 1, 1973 and prior to the first day of January for each year thereafter, fix the annual
salary of the mayor and the annual salary of each deleted text begin alderman.deleted text end new text begin member of the city council.
The annual salary of a member of the city council may not exceed the state median household
income, as determined by the state demographer using data collected in the most recent
American Community Survey, at the time of the adoption of the resolution. new text end Such salaries
shall be paid in the same manner and at the same time as other salaries paid by the city and
shall not be increased or diminished during the term for which such officer has been elected.

This section is effective the day after the
governing body of the city of Minneapolis and its chief clerical officer comply with
Minnesota Statutes, section 645.021, subdivisions 2 and 3, and applies to the salary of each
city council member whose term of office begins on or after the effective date of this act.
