  1.1                          A bill for an act 
  1.2             relating to state lands; authorizing conveyances and 
  1.3             public and private sales of certain tax-forfeited 
  1.4             lands in Washington county. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [CONVEYANCE OF TAX-FORFEITED LAND; WASHINGTON 
  1.7   COUNTY.] 
  1.8      (a) Notwithstanding the public sale provisions of Minnesota 
  1.9   Statutes, chapter 282, Washington county may convey to the city 
  1.10  of Forest Lake for no consideration the tax-forfeited land that 
  1.11  is described in paragraph (c). 
  1.12     (b) The conveyance must be in a form approved by the 
  1.13  attorney general and provide that the land reverts to the state 
  1.14  if the city of Forest Lake stops using the land for the public 
  1.15  purpose described in paragraph (d). 
  1.16     (c) The land to be conveyed is located in Washington county 
  1.17  and is described as:  Lot 4, Block 1, Knob Hill, Forest Lake 
  1.18  township (parcel no. 12.032.21.22.0004). 
  1.19     (d) The county has determined that the land is needed by 
  1.20  the city of Forest Lake to straighten a road. 
  1.21     Sec. 2.  [CONVEYANCE OR PUBLIC SALE OF TAX-FORFEITED LAND 
  1.22  BORDERING PUBLIC WATER; WASHINGTON COUNTY.] 
  1.23     (a) Notwithstanding Minnesota Statutes, sections 92.45 and 
  1.24  282.018, subdivision 1, and the public sale provisions of 
  1.25  Minnesota Statutes, chapter 282, Washington county may convey to 
  2.1   New Scandia township for no consideration the tax-forfeited land 
  2.2   bordering public water that is described in paragraph (d). 
  2.3      (b) The conveyance must be in a form approved by the 
  2.4   attorney general and provide that the land reverts to the state 
  2.5   if New Scandia township stops using the land for a public 
  2.6   purpose. 
  2.7      (c) If Washington county does not convey the land according 
  2.8   to paragraph (a), then notwithstanding Minnesota Statutes, 
  2.9   sections 92.45 and 282.018, subdivision 1, Washington county may 
  2.10  sell by public sale the tax-forfeited land bordering public 
  2.11  water that is described in paragraph (d) under the remaining 
  2.12  provisions of Minnesota Statutes, chapter 282.  The conveyance 
  2.13  must be in a form approved by the attorney general.  
  2.14     (d) The land to be conveyed or sold is located in 
  2.15  Washington county and is described as: 
  2.16     (1) Lot 16, Block 1, Holiday Beach, New Scandia township 
  2.17  (parcel no. 31.032.20.11.0066), subject to an easement; and 
  2.18     (2) Lot 17, Block 1, Holiday Beach, New Scandia township 
  2.19  (parcel no. 31.032.20.11.0067), subject to an easement. 
  2.20     (e) The county has determined that the county's land 
  2.21  management interests would best be served if the lands were 
  2.22  removed from the tax-forfeited roll. 
  2.23     Sec. 3.  [CONVEYANCE OR PUBLIC OR PRIVATE SALE OF 
  2.24  TAX-FORFEITED LAND BORDERING PUBLIC WATER; WASHINGTON COUNTY.] 
  2.25     (a) Notwithstanding Minnesota Statutes, sections 92.45 and 
  2.26  282.018, subdivision 1, and the public sale provisions of 
  2.27  Minnesota Statutes, chapter 282, Washington county may convey to 
  2.28  the city of Marine on St. Croix for no consideration the 
  2.29  tax-forfeited land bordering public water that is described in 
  2.30  paragraph (e). 
  2.31     (b) The conveyance must be in a form approved by the 
  2.32  attorney general and provide that the land reverts to the state 
  2.33  if the city of Marine on St. Croix stops using the land for a 
  2.34  public purpose. 
  2.35     (c) If Washington county does not convey the land according 
  2.36  to paragraph (a), then notwithstanding Minnesota Statutes, 
  3.1   sections 92.45 and 282.018, subdivision 1, and the public sale 
  3.2   provisions of Minnesota Statutes, chapter 282, Washington county 
  3.3   may sell by public or private sale the tax-forfeited land 
  3.4   bordering public water that is described in paragraph (e), under 
  3.5   the remaining provisions of Minnesota Statutes, chapter 282.  
  3.6      (d) If sold by private sale, the conveyance must be in a 
  3.7   form approved by the attorney general for a consideration of 
  3.8   taxes due on the property and any penalties, interest, and costs.
  3.9      (e) The land to be conveyed or sold is located in 
  3.10  Washington county and is described as:  Lot 15, Butternut Falls, 
  3.11  Marine on St. Croix (parcel no. 07.031.19.34.0020). 
  3.12     (f) The county has determined that the county's land 
  3.13  management interests would best be served if the land was 
  3.14  removed from the tax-forfeited roll. 
  3.15     Sec. 4.  [PUBLIC SALE OF TAX-FORFEITED LAND BORDERING 
  3.16  WETLANDS; WASHINGTON COUNTY.] 
  3.17     (a) Notwithstanding Minnesota Statutes, sections 92.45 and 
  3.18  282.018, subdivisions 1 and 2, Washington county may sell the 
  3.19  tax-forfeited land bordering wetlands that is described in 
  3.20  paragraph (c), under the remaining provisions of Minnesota 
  3.21  Statutes, chapter 282. 
  3.22     (b) The conveyance must be in a form approved by the 
  3.23  attorney general.  
  3.24     (c) The land to be sold is located in the city of Oakdale, 
  3.25  Washington county, and is described as: 
  3.26     (1) Lot 2, Block 2, Sun Meadows First Addition (parcel no. 
  3.27  17.029.21.22.0010); 
  3.28     (2) Lot 3, Block 2, Sun Meadows First Addition (parcel no. 
  3.29  17.029.21.22.0011); 
  3.30     (3) Lot 6, Block 2, Sun Meadows First Addition (parcel no. 
  3.31  17.029.21.22.0014); 
  3.32     (4) Lot 7, Block 2, Sun Meadows First Addition (parcel no. 
  3.33  17.029.21.22.0015); 
  3.34     (5) Lot 8, Block 2, Sun Meadows First Addition (parcel no. 
  3.35  17.029.21.22.0016); and 
  3.36     (6) Lot 9, Block 2, Sun Meadows First Addition (parcel no. 
  4.1   17.029.21.22.0017). 
  4.2      (d) The county has determined that the county's land 
  4.3   management interests would best be served if the lands were 
  4.4   returned to private ownership. 
  4.5      Sec. 5.  [CONVEYANCE OF TAX-FORFEITED LAND BORDERING 
  4.6   WETLANDS; WASHINGTON COUNTY.] 
  4.7      (a) Notwithstanding Minnesota Statutes, sections 92.45 and 
  4.8   282.018, subdivisions 1 and 2, and the public sale provisions of 
  4.9   Minnesota Statutes, chapter 282, Washington county may convey to 
  4.10  the city of Oakdale for no consideration the tax-forfeited land 
  4.11  bordering wetlands that is described in paragraph (c). 
  4.12     (b) The conveyance must be in a form approved by the 
  4.13  attorney general and provide that the land reverts to the state 
  4.14  if the city of Oakdale stops using the land for the public 
  4.15  purpose described in paragraph (d). 
  4.16     (c) The land to be conveyed is located in Washington county 
  4.17  and is described as: 
  4.18     Outlot B, Oakdale Hills 2

4.20 30.029.21.31.0139). 4.21 (d) The county has determined that the land is needed by 4.22 the city of Oakdale for drainage. 4.23 Sec. 6. [CONVEYANCE OR PUBLIC OR PRIVATE SALE OF 4.24 TAX-FORFEITED LAND BORDERING WETLANDS; WASHINGTON COUNTY.] 4.25 (a) Notwithstanding Minnesota Statutes, sections 92.45 and 4.26 282.018, subdivisions 1 and 2, and the public sale provisions of 4.27 Minnesota Statutes, chapter 282, Washington county may convey to 4.28 the city of Oakdale for no consideration the tax-forfeited land 4.29 bordering wetlands that is described in paragraph (e). 4.30 (b) The conveyance must be in a form approved by the 4.31 attorney general and provide that the land reverts to the state 4.32 if the city of Oakdale stops using the land for drainage. 4.33 (c) If Washington county does not convey the land according 4.34 to paragraph (a), then notwithstanding Minnesota Statutes, 4.35 sections 92.45 and 282.018, subdivisions 1 and 2, and the public 4.36 sale provisions of Minnesota Statutes, chapter 282, Washington 5.1 county may sell by public or private sale the tax-forfeited land 5.2 bordering wetlands that is described in paragraph (e), under the 5.3 remaining provisions of Minnesota Statutes, chapter 282. 5.4 (d) If sold by private sale, the conveyance must be in a 5.5 form approved by the attorney general for a consideration of 5.6 taxes due on the property and any penalties, interest, and costs. 5.7 (e) The land to be conveyed or sold is located in 5.8 Washington county and is described as: 5.9 (1) Lot 1, Block 1, Sun Meadows First Addition (parcel no. 5.10 17.029.21.22.0005); and 5.11 (2) Lot 2, Block 1, Sun Meadows First Addition (parcel no. 5.12 17.029.21.22.0006). 5.13 (f) The county has determined that the county's land 5.14 management interests would best be served if the lands were 5.15 removed from the tax-forfeited roll.
