  1.1                          A bill for an act 
  1.2             relating to taxation; authorizing Lake county, the 
  1.3             city of Two Harbors, and Lake Superior independent 
  1.4             school district No. 381 to abate certain delinquent 
  1.5             taxes; authorizing recording of a conveyance of land 
  1.6             upon abatement. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [ABATEMENT OF TAXES.] 
  1.9      Subdivision 1.  [PROPERTY DEFINED.] As used in this section 
  1.10  and section 2, "property" means property located in Lake county 
  1.11  that meets the following description: 
  1.12     All that part of Government Lot Two (2) of Section One (1) 
  1.13  in Township Fifty-two (52) North, Range Eleven (11) West of the 
  1.14  Fourth Principal Meridian, lying within the following described 
  1.15  lines: 
  1.16     Commencing at a point on the North-South quarter line of 
  1.17  said Section 1 which is 20 feet south of the center of said 
  1.18  Section 1 measured along said North-South quarter line; 
  1.19     thence easterly at a right angle to said North-South 
  1.20  quarter line a distance of 5 feet to the point of Beginning; 
  1.21     thence continuing in an easterly direction at a right angle 
  1.22  to said North-South quarter line a distance of 335 feet; 
  1.23     thence southerly at a right angle to the last described 
  1.24  line a distance of 80 feet; 
  1.25     thence easterly at a right angle to the last described line 
  1.26  a distance of 210 feet; 
  2.1      thence southerly at a right angle to the last described 
  2.2   line a distance of 255 feet; 
  2.3      thence southeasterly at an angle of 102 degrees to the last 
  2.4   described line to the ordinary low-water mark of Agate Bay; 
  2.5      thence easterly along said ordinary low-water mark to the 
  2.6   East boundary line of said Government Lot 2; 
  2.7      thence in a northerly direction along said East boundary 
  2.8   line to a point on said East boundary line which is 75 feet 
  2.9   distant in a northerly direction from the East-West quarter line 
  2.10  of said Section 1, extended, as measured along said East 
  2.11  boundary line; 
  2.12     thence in a northwesterly direction to a point which is 190 
  2.13  feet easterly measured at a right angle to the North-South 
  2.14  quarter line of said Section 1 from a point on the North-South 
  2.15  quarter line, which point is 725 feet northerly of the center of 
  2.16  said Section 1 when measured along said North-South quarter 
  2.17  line; 
  2.18     thence in a westerly direction at a right angle to said 
  2.19  North-South quarter line a distance of 185 feet; 
  2.20     thence southerly along a line parallel to and 5 feet 
  2.21  distant easterly from said North-South quarter line a distance 
  2.22  of 230 feet; 
  2.23     thence easterly at a right angle to the last described line 
  2.24  a distance of 130 feet; 
  2.25     thence southerly at a right angle to the last described 
  2.26  line a distance of 119.27 feet; 
  2.27     thence westerly at a right angle to the last described line 
  2.28  a distance of 130 feet; 
  2.29     thence southerly along a line parallel to and 5 feet 
  2.30  distant easterly from said North-South quarter line a distance 
  2.31  of 395.73 feet to the point of beginning. 
  2.32     Subd. 2.  [AUTHORIZATION.] Upon a majority vote of its 
  2.33  members, the governing bodies of each of Lake county, the city 
  2.34  of Two Harbors, and Lake Superior independent school district 
  2.35  No. 381, may abate the taxes levied on the property described in 
  2.36  subdivision 1 in 1979 to 1990, payable in 1980 to 1991. 
  3.1      Sec. 2.  [RECORDING OF CONVEYANCE AUTHORIZED.] 
  3.2      Notwithstanding Minnesota Statutes, section 272.12, or any 
  3.3   other law to the contrary, if the governing bodies of Lake 
  3.4   county, the city of Two Harbors, and Lake Superior independent 
  3.5   school district No. 381 have all abated the taxes as provided in 
  3.6   section 1, subdivision 2, the county auditor may record the 
  3.7   conveyance of the property described in section 1, subdivision 1.
  3.8      Sec. 3.  [EFFECTIVE DATE.] 
  3.9      Sections 1 and 2 are effective the day following final 
  3.10  enactment, upon approval by and compliance with Minnesota 
  3.11  Statutes, section 645.021, subdivision 3, by the governing 
  3.12  bodies of Lake county, the city of Two Harbors, and Lake 
  3.13  Superior independent school district No. 381.
