  1.1                          A bill for an act 
  1.2             relating to highways; directing commissioner of 
  1.3             transportation to study and prepare a report proposing 
  1.4             a comprehensive, statewide highway access management 
  1.5             policy. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [HIGHWAY ACCESS MANAGEMENT POLICY STUDY.] 
  1.8      The commissioner of transportation shall gather information 
  1.9   and consult with public officials of towns, cities, counties, 
  1.10  and other political subdivisions to consider views and proposals 
  1.11  for establishing a comprehensive, statewide highway access 
  1.12  management policy.  The commissioner shall make findings and 
  1.13  prepare a report to the legislature, with recommendations, 
  1.14  covering a wide range of interrelated land use, engineering, and 
  1.15  legal procedures and planning designed to maximize the 
  1.16  operational efficiency and safety of all functional categories 
  1.17  of roadways.  The commissioner of transportation shall submit 
  1.18  the report to the legislature by January 1, 1999.
