  1.1                          A bill for an act 
  1.2             relating to the metropolitan airports commission; 
  1.3             requiring legislation to implement its capital 
  1.4             improvement program; requiring legislative approval of 
  1.5             individual capital projects over a certain amount; 
  1.6             amending Minnesota Statutes 2000, section 473.621, 
  1.7             subdivision 1a, by adding a subdivision. 
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  Minnesota Statutes 2000, section 473.621, 
  1.10  subdivision 1a, is amended to read: 
  1.11     Subd. 1a.  [RELATIONSHIP TO LEGISLATURE.] The commission 
  1.12  shall be held accountable to the legislature in its activities, 
  1.13  plans, policies, and programs.  It shall report each session to 
  1.14  appropriate committees of the legislature as to its activities, 
  1.15  plans, policies, and programs and shall make other reports and 
  1.16  recommendations which the legislature or its committees deem 
  1.17  appropriate.  By February 1 of each odd-numbered year the 
  1.18  commission must submit its proposed capital improvement program 
  1.19  for the seven-year period beginning on the next January 1 after 
  1.20  the submission.  The seven-year program must not be implemented 
  1.21  until authorized by law. 
  1.22     Sec. 2.  Minnesota Statutes 2000, section 473.621, is 
  1.23  amended by adding a subdivision to read: 
  1.24     Subd. 6a.  [CAPITAL PROJECTS; APPROVAL IN A LAW.] Upon 
  1.25  completion of the metropolitan council's review process in 
  1.26  subdivision 6, all Minneapolis-St. Paul International Airport 
  2.1   capital projects of the commission requiring the expenditure of 
  2.2   more than $5,000,000 must be submitted, along with the 
  2.3   metropolitan council's findings, to the legislature for approval 
  2.4   in a law.  No such project may be commenced without 
  2.5   authorization by law. 
  2.6      Sec. 3.  [APPLICATION.] 
  2.7      Sections 1 and 2 apply in the counties of Anoka, Carver, 
  2.8   Dakota, Hennepin, Ramsey, Scott, and Washington.
