1.1A bill for an act
1.2relating to capital investment; appropriating money for veterans homes in
1.3Montevideo and Bemidji; allowing for nonstate contributions; authorizing the
1.4sale and issuance of state bonds.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.6    Section 1. VETERANS HOMES; MONTEVIDEO AND BEMIDJI.
1.7    Subdivision 1. Short title. This section may be cited as the "Minnesota Veterans
1.8and Quality of Life Act."
1.9    Subd. 2. Appropriation. (a) $6,000,000 is appropriated from the bond proceeds
1.10fund to the commissioner of administration to design, construct, furnish, and equip
1.11a veterans home in Montevideo.
1.12(b) $10,000,000 is appropriated from the bond proceeds fund to the commissioner of
1.13administration to design, construct, furnish, and equip a new veterans home in Bemidji to
1.14provide a continuum of care, including skilled nursing care, to Minnesota veterans.
1.15(c) This appropriation is not available until the commissioner of management and
1.16budget determines that an amount sufficient to complete the project is committed from
1.17nonstate sources.
1.18    Subd. 3. Veterans homes established. The commissioner of veterans affairs may
1.19apply for federal funding and establish in Montevideo and Bemidji veterans homes with
1.20up to 140 beds available for eligible veterans and their spouses. The state shall provide
1.21the necessary operating costs for the veterans homes in excess of any revenue and federal
1.22funding for the homes that may be required to continue the operation of the homes and
2.1care for Minnesota veterans, but shall not begin operation of the homes in Montevideo
2.2or Bemidji prior to July 1, 2017.
2.3    Subd. 4. Nonstate contribution. The commissioner of administration may accept
2.4contributions of land or money from private individuals, businesses, local governments,
2.5veterans service organizations, and other nonstate sources for the purpose of providing
2.6matching funding when soliciting federal funding for the development of the homes.
2.7    Subd. 5. Bond sale. To provide the money appropriated in this section from the
2.8bond proceeds fund, the commissioner of management and budget shall sell and issue
2.9bonds of the state in an amount up to $16,000,000 in the manner, upon the terms, and with
2.10the effect prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the
2.11Minnesota Constitution, article XI, sections 4 to 7.
2.12EFFECTIVE DATE.This section is effective the day following final enactment.
