  1.1                          A bill for an act 
  1.2             relating to public utilities; prohibiting further 
  1.3             construction of power lines in Sunfish Lake, Inver 
  1.4             Grove Heights, Mendota Heights, and South St. Paul 
  1.5             until environmental impact statements have been 
  1.6             completed. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1. [PROHIBITION ON POWER LINE CONSTRUCTION.] 
  1.9      Notwithstanding any other law to the contrary, a public 
  1.10  utility must not add a second circuit to an existing 115,000 
  1.11  volt transmission line in the city of Sunfish Lake, Inver Grove 
  1.12  Heights, Mendota Heights, or South St. Paul until an 
  1.13  environmental impact statement has been completed for each city. 
  1.14     Sec. 2.  [EFFECTIVE DATE; LOCAL APPROVAL.] 
  1.15     Notwithstanding Minnesota Statutes, section 645.02, section 
  1.16  1 is effective in each of the cities of Sunfish Lake, Inver 
  1.17  Grove Heights, Mendota Heights, and South St. Paul the day after 
  1.18  its governing body and its chief clerical officer timely 
  1.19  complete their compliance with Minnesota Statutes, section 
  1.20  645.021, subdivisions 2 and 3.
