  1.1                          A bill for an act 
  1.2             relating to the Floodwood joint recreation board; 
  1.3             regulating its tax levies.  
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [FLOODWOOD JOINT RECREATION BOARD TAX.] 
  1.6      Each year, the Floodwood joint recreation board may levy a 
  1.7   tax not to exceed $25,000 on the value of property situated in 
  1.8   the territory of independent school district No. 698 in 
  1.9   accordance with this act.  Property in territory in the school 
  1.10  district may be made subject to the tax permitted by this act by 
  1.11  the agreement of the governing body or town board of the city or 
  1.12  town where it is located.  The agreement may be by resolution of 
  1.13  a governing body or town board or by a joint powers agreement 
  1.14  pursuant to Minnesota Statutes, section 471.59.  If levied, the 
  1.15  tax is in addition to all other taxes on the property subject to 
  1.16  it permitted to be levied for park and recreation purposes by 
  1.17  the cities and towns other than for the support of the joint 
  1.18  recreation board.  It shall be disregarded in the calculation of 
  1.19  all other mill rate or per capita tax levy limitations imposed 
  1.20  by law or charter upon them.  A city or town may withdraw its 
  1.21  agreement to future taxes by notice to the recreation board and 
  1.22  the county auditor unless provided otherwise by a joint powers 
  1.23  agreement.  The tax shall be collected by the applicable county 
  1.24  auditor and treasurer and paid directly to the Floodwood joint 
  2.1   recreation board.  
  2.2      Sec. 2.  [LOCAL APPROVAL.] 
  2.3      This act is effective in the city of Floodwood, the towns 
  2.4   of Arrowhead, Fine Lakes, Floodwood, Halden, Van Buren, Cedar 
  2.5   Valley, Prairie Lake, and Unorganized Township 52-21 in St. 
  2.6   Louis county, and Unorganized Township 52-22 in Aitkin county 
  2.7   the day after compliance with Minnesota Statutes, section 
  2.8   645.021, subdivision 3, by the governing body of each.  This act 
  2.9   is effective for each city, town, and unorganized township 
  2.10  regardless of the action of the others.  
  2.11     Approval of this act is not agreement to be subject to the 
  2.12  tax permitted by it.  Agreement to the tax must be by separate 
  2.13  action in accordance with section 1.
