1.1 A bill for an act 1.2 relating to motor vehicles; authorizing certain 1.3 vehicles more than 20 years old to be designated as 1.4 classic cars; creating an advisory committee on 1.5 classic car designation; amending Minnesota Statutes 1.6 2002, section 168.10, subdivision 1b. 1.7 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.8 Section 1. Minnesota Statutes 2002, section 168.10, 1.9 subdivision 1b, is amended to read: 1.10 Subd. 1b. [COLLECTOR'S VEHICLE, CLASSIC CAR LICENSE.] (a) 1.11 Any motor vehicle that (1) was manufacturedbetween and1.12including the years 1925 and 1948after 1924,and(2) is at 1.13 least 20 years old at the time of designation by the registrar, 1.14 (3) is designated by the registrar of motor vehicles as a 1.15 classic car because of its fine design, high engineering 1.16 standards, and superior workmanship, and (4) is owned and 1.17 operated solely as a collector's item shall be listed for 1.18 taxation and registration as follows: An affidavit shall be 1.19 executed stating the name and address of the owner, the name and 1.20 address of the person from whom purchased, the make of the motor 1.21 vehicle, year and number of the model, the manufacturer's 1.22 identification number and that the vehicle is owned and operated 1.23 solely as a collector's item and not for general transportation 1.24 purposes. If the registrar is satisfied that the affidavit is 1.25 true and correct and that the motor vehicle qualifies to be 1.26 classified as a classic car, and the owner pays a $25 tax, the 2.1 registrar shall list such vehicle for taxation and registration 2.2 and shall issue a single number plate. 2.3 (b) The number plate so issued shall bear the inscription 2.4 "Classic Car," "Minnesota," and the registration number or other 2.5 combination of characters authorized under section 168.12, 2.6 subdivision 2a, but no date. The number plate is valid without 2.7 renewal as long as the vehicle is in existence. The registrar 2.8 has the power to revoke said plate for failure to comply with 2.9 this subdivision. 2.10 (c) The following cars built between and including 1925 and 2.11 1948 are classic: 2.12 A.C. 2.13 Adler 2.14 Alfa Romeo 2.15 Alvis Speed 20, 25, and 4.3 litre. 2.16 Amilcar 2.17 Aston Martin 2.18 Auburn All 8-cylinder and 12-cylinder models. 2.19 Audi 2.20 Austro-Daimler 2.21 Avions Voisin 12 2.22 Bentley 2.23 Blackhawk 2.24 B.M.W. To be 6.6 represented on the advisory committee a person must be a member 6.7 of a local, statewide, or regional association that is 6.8 affiliated with a comparable national organization. The 6.9 advisory committee may not be limited to representatives of 6.10 organizations of enthusiasts for automobiles that have already 6.11 been designated as classic cars. Members of the advisory 6.12 committee serve without compensation.
