  1.1                          A bill for an act 
  1.2             relating to the city of Minneapolis; authorizing the 
  1.3             Minneapolis city council to delegate to the city 
  1.4             engineer certain authority over traffic and parking; 
  1.5             authorizing the council to delegate certain authority 
  1.6             to contract for professional services. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [CITY OF MINNEAPOLIS; DELEGATION OF AUTHORITY 
  1.9   OVER PARKING AND TRAFFIC CONTROL DEVICES.] 
  1.10     Notwithstanding any other law, charter provision, or 
  1.11  ordinance to the contrary, the Minneapolis city council may 
  1.12  delegate to the city engineer the city council's authority to: 
  1.13     (1) regulate traffic and parking under Minnesota Statutes, 
  1.14  section 169.04, clauses (1), (2), and (5); and 
  1.15     (2) erect and maintain traffic control devices for the 
  1.16  purpose of regulating the standing or parking of vehicles under 
  1.17  Minnesota Statutes, section 169.06, subdivision 3.  
  1.18     The city engineer shall maintain, at a location designated 
  1.19  by the city council, a true and complete copy of all regulations 
  1.20  the city engineer adopts under this section.  The city engineer 
  1.21  shall report annually to the city council on all regulations 
  1.22  adopted under this section.  Nothing in this section limits the 
  1.23  city council's authority under Minnesota Statutes, chapter 169, 
  1.24  to adopt or amend traffic regulations. 
  1.25     Sec. 2.  [CONTRACTING AUTHORITY; PROFESSIONAL SERVICES.] 
  1.26     Notwithstanding any other law, charter provision, or 
  2.1   ordinance to the contrary, the authority to enter into 
  2.2   professional services agreements may be delegated by the 
  2.3   Minneapolis city council to heads of departments of the city of 
  2.4   Minneapolis, subject to whatever conditions and limitations the 
  2.5   city council may establish by ordinance.  The agreements may be 
  2.6   executed by the heads of the city departments on behalf of the 
  2.7   city but shall not exceed the amount established under Minnesota 
  2.8   Statutes, section 471.345, for which competitive bids are 
  2.9   required.  Any agreement entered into under this section shall 
  2.10  be ratified by the city council. 
  2.11     Sec. 3.  [EFFECTIVE DATE.] 
  2.12     Sections 1 and 2 are effective the day after the 
  2.13  Minneapolis city council complies with Minnesota Statutes, 
  2.14  section 645.021, subdivision 3.
