  1.2             relating to financing of state government; changing 
  1.3             dates for submissions to the legislature of revenue 
  1.4             targets and departmental earnings reports; amending 
  1.5             Minnesota Statutes 2002, sections 16A.102, subdivision 
  1.6             1; 16A.1285, subdivision 3.  
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Minnesota Statutes 2002, section 16A.102, 
  1.9   subdivision 1, is amended to read: 
  1.10     Subdivision 1.  [GOVERNOR'S RECOMMENDATION.] By the fourth 
  1.11  Tuesday in January of each odd-numbered year date specified in 
  1.12  section 16A.11, subdivision 1, for submission of parts one and 
  1.13  two of the governor's budget, the governor shall submit to the 
  1.14  legislature a recommended revenue target for the next two 
  1.15  bienniums.  The recommended revenue target must specify: 
  1.16     (1) the maximum share of Minnesota personal income to be 
  1.17  collected in taxes and other revenues to pay for state and local 
  1.18  government services; 
  1.19     (2) the division of the share between state and local 
  1.20  government revenues; and 
  1.21     (3) the mix and rates of income, sales, and other state and 
  1.22  local taxes including property taxes and other revenues.  
  1.23  The recommendations must be based on the November forecast 
  1.24  prepared under section 16A.103. 
  1.25     Sec. 2.  Minnesota Statutes 2002, section 16A.1285, 
  1.26  subdivision 3, is amended to read: 
  2.1      Subd. 3.  [DUTIES OF COMMISSIONER OF FINANCE.] The 
  2.2   commissioner of finance shall classify, monitor, analyze, and 
  2.3   report all departmental earnings that fall within the definition 
  2.4   established in subdivision 1.  Specifically, the commissioner 
  2.5   shall: 
  2.6      (1) establish and maintain a classification system that 
  2.7   clearly defines and distinguishes categories and types of 
  2.8   departmental earnings and takes into account the purpose of the 
  2.9   various earnings types and the extent to which various earnings 
  2.10  types serve a public or private interest; 
  2.11     (2) prepare a biennial report that documents collection 
  2.12  costs, purposes, and yields of all departmental earnings, the 
  2.13  report to be submitted to the legislature on or before the 
  2.14  fourth Tuesday in January in each odd-numbered year within one 
  2.15  week of the date specified in section 16A.11, subdivision 1, for 
  2.16  submission of parts one and two of the governor's budget, and to 
  2.17  include estimated data for the year in which the report is 
  2.18  prepared, actual data for the two years immediately before, and 
  2.19  estimates for the two years immediately following; and 
  2.20     (3) prepare and maintain a detailed directory of all 
  2.21  departmental earnings.
