  1.1                          A bill for an act 
  1.2             relating to housing; establishing a program to assist 
  1.3             with purchases of manufactured homes; appropriating 
  1.4             money; proposing coding for new law in Minnesota 
  1.5             Statutes, chapter 462A. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [462A.2035] [MANUFACTURED HOME PARK 
  1.8   REDEVELOPMENT PROGRAM.] 
  1.9      Subdivision 1.  [ESTABLISHMENT.] The agency shall establish 
  1.10  a manufactured home park redevelopment program for the purpose 
  1.11  of making manufactured home park redevelopment grants or loans 
  1.12  to cities, counties, or nonprofit organizations.  Cities, 
  1.13  counties, and nonprofit organizations shall use grants and loans 
  1.14  under this program to: 
  1.15     (1) assist with the purchase of existing manufactured homes 
  1.16  in manufactured home parks with preference given to older 
  1.17  manufactured homes and buy-out assistance not to exceed $3,000 
  1.18  per home; 
  1.19     (2) provide down payment assistance to prospective 
  1.20  homeowners who have qualified through a bank or financial 
  1.21  institution for a major part of a loan for the purchase of new 
  1.22  manufactured homes, with preference given to replacing existing 
  1.23  homes in manufactured home parks and maximum down payment 
  1.24  assistance not to exceed $10,000 per home; and 
  1.25     (3) make improvements in manufactured home parks. 
  2.1      Subd. 2.  [ELIGIBILITY REQUIREMENTS.] Households assisted 
  2.2   under this section must have an annual household income at or 
  2.3   below 80 percent of the area median household income.  Cities, 
  2.4   counties, or nonprofit organizations receiving funds under the 
  2.5   program must give preference to households at or below 50 
  2.6   percent of the area median household income. 
  2.7      Sec. 2.  [PILOT PROGRAM; REPORT.] 
  2.8      By December 1, 2001, the housing finance agency, in 
  2.9   consultation with cities, counties, nonprofit organizations, and 
  2.10  manufactured housing industry representatives, shall select not 
  2.11  less than three cities, counties, or nonprofit organizations 
  2.12  from among those requesting to participate in a pilot program 
  2.13  for manufactured home park redevelopment, giving preference to 
  2.14  manufactured home parks where homesites are being eliminated due 
  2.15  to a government action.  The agency shall report to the 
  2.16  legislature by February 1, 2003, on the effectiveness of the 
  2.17  program and on proposed changes to improve the effectiveness of 
  2.18  the program.  
  2.19     Sec. 3.  [APPROPRIATION.] 
  2.20     $2,000,000 in fiscal year 2002 is appropriated from the 
  2.21  general fund to the housing finance agency for transfer to the 
  2.22  housing development fund for the purposes of this act.  This is 
  2.23  a one-time appropriation and is not added to the agency's 
  2.24  permanent base.
