  1.1                          A bill for an act
  1.2             relating to education; establishing an advisory group 
  1.3             to make recommendations on strategies to address the 
  1.4             needs of students who fail to meet the requirements of 
  1.5             the state's high school graduation rule. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [ADVISORY GROUP.] 
  1.8      (a) The commissioner of children, families, and learning 
  1.9   shall appoint and convene an advisory group to make 
  1.10  recommendations on appropriate strategies to address the 
  1.11  educational needs of 12th grade students who fail to meet the 
  1.12  requirements of the state's high school graduation rule or local 
  1.13  graduation requirements and the educational needs of students in 
  1.14  other grades who may drop out of school because they are failing 
  1.15  to meet state or local high school graduation requirements.  The 
  1.16  working group must include representation of communities of 
  1.17  color, three parents of public high school students, three 
  1.18  public high school students, three public high school classroom 
  1.19  teachers, and one representative from each of the following 
  1.20  organizations:  the Minnesota school boards association; the 
  1.21  state board of teaching; education Minnesota; the Minnesota 
  1.22  state colleges and universities; the University of Minnesota; 
  1.23  the Minnesota business partnership; the Minneapolis school 
  1.24  district; the St. Paul school district; the association of 
  1.25  metropolitan school districts; the Minnesota rural education 
  2.1   association; the Minnesota association of school administrators; 
  2.2   the Minnesota elementary school principals association; the 
  2.3   Minnesota association of secondary school principals; and other 
  2.4   organizations the commissioner determines are relevant.  By 
  2.5   February 15, 2000, the commissioner shall submit the 
  2.6   recommendations of the advisory group concerning appropriate 
  2.7   strategies to address the educational needs of students who fail 
  2.8   to meet the requirements of the state's high school graduation 
  2.9   rule or local graduation requirements, including recommended 
  2.10  statutory changes, to the education committees of the 
  2.11  legislature. 
  2.12     (b) The commissioner shall provide technical and other 
  2.13  assistance to the advisory group.  The group expires on February 
  2.14  15, 2000. 
  2.15     Sec. 2.  [EFFECTIVE DATE.] 
  2.16     Section 1 is effective the day following final enactment.
