  1.1                          A bill for an act 
  1.2             relating to appropriations; prohibiting state agencies 
  1.3             and local units of government from spending money on 
  1.4             CriMNet until certain reviews are complete and a risk 
  1.5             response plan is implemented; requiring the 
  1.6             legislative auditor to perform a financial audit of 
  1.7             CriMNet. 
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  [SUSPENSION OF CRIMNET SPENDING.] 
  1.10     Notwithstanding any other statute or law, a state agency, a 
  1.11  unit of the judicial branch, or a political subdivision of the 
  1.12  state, may not encumber or expend money from any federal, state, 
  1.13  or local source on the state projects generally referred to as 
  1.14  CriMNet until: 
  1.15     (1) the governor determines that the risk response plan 
  1.16  outlined in the risk assessment required by Laws 2001, First 
  1.17  Special Session chapter 10, article 1, section 12, subdivision 
  1.18  3, has been implemented; 
  1.19     (2) the legislative auditor has completed the audit 
  1.20  required in section 2; and 
  1.21     (3) the commissioner of administration has reviewed all 
  1.22  contracts related to CriMNet for compliance with state law, 
  1.23  including the laws and guidelines governing the issuance of 
  1.24  contracts. 
  1.25     Sec. 2.  [CRIMNET FINANCIAL AUDIT.] 
  1.26     The legislative auditor must complete a financial audit of 
  2.1   all components of the group of projects generally referred to as 
  2.2   CriMNet by January 31, 2004.
