A bill for an act
relating to education; implementing an education campaign for fragrance-free
schools in the Minneapolis school district.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin Establishment; project parameters. new text end

new text begin The Board of Education of
Special School District No. 1, Minneapolis, shall implement the fragrance–free schools
education pilot project recommended by the commissioner of health under Laws 2007,
chapter 147, article 17, section 4. When implementing the project to inform students and
parents about the potentially harmful effects of fragrance products on students and school
personnel, the board of education must consider:

new text begin (1) the importance of accommodating students with asthma, chemical sensitivities,
and neurological diseases in the context of the federal Americans with Disabilities Act; and

new text begin (2) the educational impact that disproportionately high incidences of asthma and
other similar disabilities have among poor and ethnically and racially diverse student
populations.

new text begin The Board of Education of Special School District No.
1, Minneapolis, must record and report to the commissioner of health the number of
asthma-related student absences during the 2009-2010 school year and the commissioner
of health must report the results to the health and education committees of the legislature
by February 15, 2010.

No. 1, Minneapolis, and its chief clerical officer comply with Minnesota Statutes, section
645.021, subdivisions 2 and 3.
