A bill for an act
relating to early childhood and youth; establishing a youth advisory group;
amending Minnesota Statutes 2012, section 124D.141, by adding a subdivision.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2012, section 124D.141, is amended by adding a
subdivision to read:

new text begin Youth advisory group. new text end

new text begin (a) The council shall establish an informal
youth advisory group to examine issues impacting disparities, welfare, and outcomes for
children and youth. The council shall establish a process for the youth advisory group to
provide advice and recommendations on youth issues to the council, commissioners of
state agencies, and the legislature. In establishing the youth advisory group, the council
shall consult with the chairs and ranking minority members of the legislative committees
with jurisdiction over early childhood and youth development, education, health, and
human services.

new text begin (b) Membership of the youth advisory group consists of at least 25 persons, ages 12
through 21. The council shall make appointments on the basis of:

new text begin (1) diversity of racial, ethnic, and cultural experiences;
new text end

new text begin (2) diversity of geography;
new text end

new text begin (3) representation across ranges of socioeconomic status; and
new text end

new text begin (4) inclusion of youth who have experienced a variety of life circumstances, which
may include:

new text begin (i) adverse childhood experiences;
new text end

new text begin (ii) homelessness;
new text end

new text begin (iii) mental health issues;
new text end

new text begin (iv) physical health issues or disabilities;
new text end

new text begin (v) dropping out of school;
new text end

new text begin (vi) participation in gangs;
new text end

new text begin (vii) socialization challenges;
new text end

new text begin (viii) chemical dependency; and
new text end

new text begin (ix) involvement in the criminal justice system.

new text begin (c) Members of the youth advisory group serve without compensation.

new text begin (d) The commissioner of education shall provide staffing support for the youth
advisory group.

new text begin (e) The group expires at the same time as expiration of the council.
