1.1 A bill for an act 1.2 relating to elections; changing training procedures 1.3 for local election officials; amending Minnesota 1.4 Statutes 1998, sections 204B.25, subdivision 2, and by 1.5 adding a subdivision; 204B.27, by adding a 1.6 subdivision; and 204B.28, subdivision 1. 1.7 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.8 Section 1. Minnesota Statutes 1998, section 204B.25, 1.9 subdivision 2, is amended to read: 1.10 Subd. 2. [RULES OF SECRETARY OF STATE.] The secretary of 1.11 state shall adopt rules establishinga programprograms for the 1.12 training of county auditors, local election officials, and 1.13 election judges by county auditors as required by this section. 1.14 Sec. 2. Minnesota Statutes 1998, section 204B.25, is 1.15 amended by adding a subdivision to read: 1.16 Subd. 4. [TRAINING FOR LOCAL ELECTION OFFICIALS.] At least 1.17 once every two years, the county auditor shall conduct training 1.18 sessions for the municipal and school district clerks in the 1.19 county. The training sessions must be conducted in the manner 1.20 provided by the secretary of state. No local election official 1.21 shall administer an election without receiving training from the 1.22 county auditor. 1.23 Sec. 3. Minnesota Statutes 1998, section 204B.27, is 1.24 amended by adding a subdivision to read: 1.25 Subd. 10. [TRAINING FOR COUNTY AUDITORS; TRAINING 1.26 MATERIALS.] The secretary of state shall develop a training 2.1 program in election administration for county auditors and shall 2.2 certify each county auditor who successfully completes the 2.3 training program. 2.4 The secretary of state shall provide each county auditor 2.5 with materials for use in training local election officials and 2.6 election judges. 2.7 Sec. 4. Minnesota Statutes 1998, section 204B.28, 2.8 subdivision 1, is amended to read: 2.9 Subdivision 1. [TRAINING PROGRAM FORMEETING WITH ELECTION 2.10 OFFICIALS.] At least 12 weeks before eachstate primary2.11 regularly scheduled general election, each county auditor shall 2.12 conduct atraining program formeeting with local election 2.13 officials to review the procedures for the election. The county 2.14 auditor may requirethe municipal clerks andthe chairs of the 2.15 election boards in the county tomeet for this training program2.16before the election at a time and place set by the county2.17auditor. The training program shall include instruction in2.18election procedures and the duties of municipal clerks and2.19election judges. The chairs of the election boards shall be2.20compensated by the municipalities for the incidental expenses2.21incurred by them to attend a training programattend this 2.22 meeting.
