  1.1                          A bill for an act
  1.2             proposing an amendment to the Minnesota Constitution, 
  1.3             article IV, section 4; providing four-year terms for 
  1.4             state representatives. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [CONSTITUTIONAL AMENDMENT PROPOSED.] 
  1.7      An amendment to the Minnesota Constitution is proposed to 
  1.8   the people.  If the amendment is adopted, article IV, section 4, 
  1.9   will read: 
  1.10     Sec. 4.  Representatives shall be chosen for a term of two 
  1.11  years, except to fill a vacancy. and senators shall be chosen 
  1.12  for a term of four years, except to fill a vacancy and except 
  1.13  there shall be an entire new election of all the representatives 
  1.14  and senators at the first election of representatives state 
  1.15  officers after each new legislative apportionment provided for 
  1.16  in this article.  The governor shall call elections to fill 
  1.17  vacancies in either house of the legislature. 
  1.18     Sec. 2.  [SUBMISSION TO VOTERS.] 
  1.19     The proposed amendment must be submitted to the people at 
  1.20  the 1996 general election and applies to the election of state 
  1.21  representatives at the general election in 1998 and thereafter.  
  1.22     The question submitted shall be: 
  1.23     "Shall the Minnesota Constitution be amended to provide 
  1.24  four-year terms for state representatives? 
  1.25                                     Yes .......
  2.1                                      No ........"
