A bill for an act
relating to capital improvements; authorizing the
issuance of state bonds; appropriating money for
Rochester Community and Technical College.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin $500,000 is appropriated from the bond proceeds fund to the
Board of Trustees of the Minnesota State Colleges and
Universities to design the construction of an addition to the
Heintz Center to house the Rochester-area workforce center at
the Rochester Community and Technical College. The design shall
address the integration of programs between the college and the
workforce center, and shall maximize the sharing of common
spaces. The workforce center shall enter into a lease agreement
with the college for use of space in order for the college to
recover all associated operating costs for a period not less
than ten years upon completion of construction.

Sec. 2. new text begin BOND SALE.

new text begin To provide the money appropriated in this act from the bond
proceeds fund, the commissioner of finance shall sell and issue
bonds of the state in an amount up to $500,000 in the manner,
upon the terms, and with the effect prescribed by Minnesota
Statutes, sections 16A.631 to 16A.675, and by the Minnesota
Constitution, article XI, sections 4 to 7.
