  1.1                          A bill for an act
  1.2             relating to state employment; limiting amounts spent 
  1.3             on certain salaries during upcoming biennium. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [SALARY LIMIT.] 
  1.6      Subdivision 1.  [EXECUTIVE BRANCH.] (a) During the fiscal 
  1.7   year ending June 30, 2000, the aggregate amount spent by all 
  1.8   executive branch agencies on employee salaries may not exceed .. 
  1.9   percent of the aggregate amount these agencies spent on employee 
  1.10  salaries in the fiscal year ending June 30, 1999. 
  1.11     (b) During the fiscal year ending June 30, 2001, the 
  1.12  aggregate amount spent by all executive branch agencies on 
  1.13  employee salaries may not exceed .. percent of the aggregate 
  1.14  amount these agencies spent on employee salaries in the fiscal 
  1.15  year ending June 30, 1999. 
  1.16     (c) For purposes of this section "executive branch" has the 
  1.17  meaning given in Minnesota Statutes, section 43A.02, subdivision 
  1.18  22, but does not include the Minnesota state colleges and 
  1.19  universities or constitutional offices. 
  1.20     Subd. 2.  [LEGISLATIVE BRANCH.] (a) During the fiscal year 
  1.21  ending June 30, 2000, the amount spent on employee salaries by 
  1.22  (1) the house of representatives; (2) the senate; and (3) the 
  1.23  legislative coordinating commission and all groups under its 
  1.24  jurisdiction, may not exceed .. percent of the amount spent on 
  2.1   these salaries during the fiscal year ending June 30, 1999. 
  2.2      (b) During the fiscal year ending June 30, 2001, the amount 
  2.3   spent on employee salaries by (1) the house of representatives; 
  2.4   (2) the senate; and (3) the legislative coordinating commission 
  2.5   and all groups under its jurisdiction, may not exceed .. percent 
  2.6   of the amount spent on these salaries during the fiscal year 
  2.7   ending June 30, 1999.  Each entity listed in clauses (1), (2), 
  2.8   and (3) must be treated separately for purposes of determining 
  2.9   compliance with this subdivision, except that the legislative 
  2.10  coordinating commission and all groups under its jurisdiction 
  2.11  must be treated as one unit.
