  1.1                          A bill for an act
  1.2             relating to government operations; creating an 
  1.3             advisory task force to develop a plan to consolidate 
  1.4             state government drug policy efforts; requiring a 
  1.5             report; appropriating money. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [ADVISORY TASK FORCE TO CONSOLIDATE STATE DRUG 
  1.8   POLICY EFFORTS.] 
  1.9      Subdivision 1.  [CREATION; MEMBERSHIP.] An advisory task 
  1.10  force is created to develop a plan to consolidate state 
  1.11  government drug policy efforts.  The task force consists of the 
  1.12  following 12 members: 
  1.13     (1) the commissioner of public safety or the commissioner's 
  1.14  designee; 
  1.15     (2) the commissioner of health or the commissioner's 
  1.16  designee; 
  1.17     (3) the commissioner of human services or the 
  1.18  commissioner's designee; 
  1.19     (4) the commissioner of corrections or the commissioner's 
  1.20  designee; 
  1.21     (5) the commissioner of children, families, and learning or 
  1.22  the commissioner's designee; 
  1.23     (6) two members of the senate appointed by the senate 
  1.24  subcommittee on committees, one from each political caucus; 
  1.25     (7) two members of the house of representatives appointed 
  2.1   by the speaker, one from each political caucus; and 
  2.2      (8) three public members appointed by the governor. 
  2.3   The task force shall select a chair from among its members.  The 
  2.4   task force may use staff from the legislature and the affected 
  2.5   state agencies to assist with its work. 
  2.6      Subd. 2.  [DUTIES.] The task force shall develop a plan to 
  2.7   consolidate state government drug policy programs within a 
  2.8   single state agency for the purpose of reducing duplication and 
  2.9   fragmentation of drug policy efforts and elevating the 
  2.10  importance of drug abuse intervention, prevention, treatment, 
  2.11  and enforcement programs.  To accomplish this task, the task 
  2.12  force shall: 
  2.13     (1) identify the drug policy, intervention, treatment, 
  2.14  prevention, and education programs currently administered by the 
  2.15  departments of public safety, health, human services, 
  2.16  corrections, and children, families, and learning; and 
  2.17     (2) develop a structure within which these programs can be 
  2.18  consolidated which gives appropriate emphasis to the differing 
  2.19  objectives of the various programs. 
  2.20     Subd. 3.  [REPORT OF PLAN.] The task force shall report its 
  2.21  plan to the legislature on or before January 15, 1998.  The plan 
  2.22  shall outline the advantages and disadvantages of consolidation 
  2.23  and identify which programs would benefit from consolidation and 
  2.24  which ones may not.  The plan also shall include a plan for 
  2.25  consolidation, a description of the consolidation proposal, and 
  2.26  the specific legislative changes needed to make the 
  2.27  consolidation plan effective by July 1, 1998. 
  2.28     Subd. 4.  [EXPENSES; EXPIRATION.] Public members of the 
  2.29  task force shall receive expenses as provided in Minnesota 
  2.30  Statutes, section 15.059, subdivision 6.  The task force expires 
  2.31  on June 30, 1998. 
  2.32     Sec. 2.  [APPROPRIATION.] 
  2.33     $....... is appropriated from the general fund to the 
  2.34  commissioner of public safety for the fiscal year ending June 
  2.35  30, 1998, to pay administrative costs of the task force and to 
  2.36  pay the expenses of its public members.
