  1.1                          A bill for an act 
  1.2             relating to crime; establishing a pilot grant program 
  1.3             for sober high schools; appropriating money. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [SOBER HIGH SCHOOLS; PILOT GRANT PROJECT.] 
  1.6      Subdivision 1.  [SOBER HIGH SCHOOLS.] The commissioner of 
  1.7   corrections, with the cooperation of the commissioner of 
  1.8   children, families, and learning, shall develop and administer a 
  1.9   competitive grant program to establish schools for young persons 
  1.10  who have completed chemical dependency treatment and desire to 
  1.11  complete their education in an environment that encourages them 
  1.12  to remain chemical-free.  The commissioner of corrections shall 
  1.13  issue grants to establish schools in two metropolitan locations 
  1.14  and two rural locations. 
  1.15     Subd. 2.  [ELIGIBILITY FOR GRANTS.] To be eligible for a 
  1.16  grant, a school or group of schools must: 
  1.17     (1) demonstrate a source of funding for ongoing operations 
  1.18  which may include both private and school district funds 
  1.19  including, but not limited to, funds from alternative learning 
  1.20  programs and foundations; 
  1.21     (2) provide the services of a licensed chemical dependency 
  1.22  counselor; 
  1.23     (3) provide a student-teacher ratio of no more than 9 to 1; 
  1.24     (4) serve students ages 14 through 20; and 
  2.1      (5) demonstrate the need for the program in the geographic 
  2.2   area to be served. 
  2.3      Subd. 3.  [DIPLOMAS.] A student who graduates from a school 
  2.4   operated under this program shall receive a diploma from the 
  2.5   student's resident school district. 
  2.6      Subd. 4.  [REPORT TO LEGISLATURE.] The commissioner of 
  2.7   corrections, in consultation with the commissioner of children, 
  2.8   families, and learning shall submit an interim report evaluating 
  2.9   the competitive grant program and the performance of the schools 
  2.10  established under this section to the chairs of the judiciary 
  2.11  and education committees of the legislature by November 15, 
  2.12  2001.  A final report shall be submitted to the chairs of the 
  2.13  judiciary and education committees of the legislature by 
  2.14  November 15, 2003.  
  2.15     Sec. 2.  [APPROPRIATION.] 
  2.16     $....... is appropriated to the commissioner of 
  2.17  corrections, for the fiscal biennium ending June 30, 2001, for 
  2.18  the grant program under section 1.  This appropriation shall 
  2.19  come out of the 55 percent allocation to the general fund of the 
  2.20  driver's license reinstatement fee authorized in Minnesota 
  2.21  Statutes, section 171.29.  This is a one-time appropriation.
