  1.1                          A bill for an act 
  1.2             relating to crime prevention; increasing the criminal 
  1.3             penalty for providing alcoholic beverages to underage 
  1.4             persons under certain circumstances; amending 
  1.5             Minnesota Statutes 1998, section 340A.701, subdivision 
  1.6             1. 
  1.8      Section 1.  Minnesota Statutes 1998, section 340A.701, 
  1.9   subdivision 1, is amended to read: 
  1.10     Subdivision 1.  [UNLAWFUL ACTS.] It is a felony: 
  1.11     (1) to manufacture alcoholic beverages in violation of this 
  1.12  chapter; 
  1.13     (2) to transport or import alcoholic beverages into the 
  1.14  state in violation of this chapter for purposes of resale; or 
  1.15     (3) to sell or give away for beverage purposes poisonous 
  1.16  alcohol, methyl alcohol, denatured alcohol, denaturing material, 
  1.17  or any other alcoholic substance capable of causing serious 
  1.18  physical or mental injuries to a person consuming it; or 
  1.19     (4) for a person other than a licensed retailer of 
  1.20  alcoholic beverages, a bottle club permit holder, a municipal 
  1.21  liquor store, or an employee or agent of any of these who is 
  1.22  acting within the scope of employment, to violate the provisions 
  1.23  of section 340A.503, subdivision 2, clause (1), by selling, 
  1.24  bartering, furnishing, or giving alcoholic beverages to a person 
  1.25  under 21 years of age if the underage purchaser of the alcoholic 
  1.26  beverage that person becomes intoxicated and causes or suffers 
  2.1   death or great bodily harm as a result of the intoxication. 
  2.2      Sec. 2.  [EFFECTIVE DATE.] 
  2.3      Section 1 is effective August 1, 1999, and applies to 
  2.4   crimes committed on or after that date.
