A bill for an act
proposing an amendment to the Minnesota Constitution; adding a section to
article I; protecting the right of individuals to keep and bear arms.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

An amendment to the Minnesota Constitution is proposed to the people. If the
amendment is adopted, a section shall be added to article I, to read:

The right of individuals to acquire, keep, possess, transport, carry, transfer, and
use arms, including firearms, knives, other weapons as well as ammunition, components,
and accessories for any of them, for defense of life, liberty, self, family, and others,
sanctity of dwelling, and for all other purposes, is fundamental and shall not be denied,
infringed, or curtailed. Any restriction must be subjected to strict scrutiny. Registration,
mandatory licensing, special taxation, fees, or any other measure, regardless of type,
manner, or purpose, that suppresses or discourages the free exercise of this right, is void.

(a) The proposed amendment must be submitted to the people at the 2016 general
election. The question submitted must be:

(b) The title required under Minnesota Statutes, section 204D.15, subdivision 1,
for the question submitted to the people under paragraph (a) shall be "Protection of the
