  1.1                          A bill for an act 
  1.2             relating to highways; appropriating money for 
  1.3             eliminating trunk highway bottlenecks in the 
  1.4             metropolitan area and for improvements on at-risk 
  1.5             interregional corridors outside the metropolitan area; 
  1.6             requiring annual reports to the major transportation 
  1.7             projects commission.  
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  [TRUNK HIGHWAYS; APPROPRIATION.] 
  1.10     (a) The following amounts are appropriated from the general 
  1.11  fund to the commissioner of transportation for the purposes 
  1.12  stated: 
  1.13     (1) $200,000,000 for state trunk highway improvements 
  1.14  within the seven-county metropolitan area primarily for the 
  1.15  purpose of improving traffic flow and expanding highway capacity 
  1.16  by eliminating traffic bottlenecks; and 
  1.17     (2) $200,000,000 for improvements on state trunk highways 
  1.18  outside the seven-county metropolitan area that the commissioner 
  1.19  designates as at-risk interregional corridors. 
  1.20     (b) This appropriation is available until June 30, 2005.  
  1.21  On July 1, 2005, any part of this appropriation not spent, 
  1.22  encumbered, or otherwise obligated by the commissioner cancels 
  1.23  to the trunk highway fund. 
  1.24     (c) On August 1 of each year through 2005, the commissioner 
  1.25  shall report to the major transportation projects commission 
  1.26  established under Minnesota Statutes, section 174.55, on the 
  2.1   status of each trunk highway project funded in whole or in part 
  2.2   from this appropriation.  The report must include: 
  2.3      (1) the full cost of the project, including inflation 
  2.4   assumptions used in determining the full cost; 
  2.5      (2) the status of construction and right-of-way 
  2.6   acquisition; 
  2.7      (3) a schedule for completing the project and 
  2.8   identification of possible obstacles to completing the project 
  2.9   according to the schedule; 
  2.10     (4) the status of environmental review of the project; and 
  2.11     (5) the status of the project in the commissioner's 
  2.12  statewide transportation improvement program. 
  2.13     Sec. 2.  [EFFECTIVE DATE.] 
  2.14     Section 1 is effective July 1, 2001.
