1.1 A bill for an act 1.2 relating to education; modifying staff development 1.3 revenue; appropriating money; amending Minnesota 1.4 Statutes 1994, section 124A.29, subdivision 1; 1.5 proposing coding for new law in Minnesota Statutes, 1.6 chapter 124A. 1.7 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.8 Section 1. Minnesota Statutes 1994, section 124A.29, 1.9 subdivision 1, is amended to read: 1.10 Subdivision 1. [STAFF DEVELOPMENTAND PARENTAL INVOLVEMENT1.11 REVENUE.](a) Of a district's basic revenue under section1.12124A.22, subdivision 2, an amount equal to one percent in fiscal1.13year 1994, two percent in fiscal year 1995, and 2.5 percent in1.14fiscal year 1996 and thereafter times the formula1.15allowanceStaff development revenue equals $....... times the 1.16 number of actual pupil unitsshall be reservedand may be used 1.17 only for in-service education for programs under section 126.77, 1.18 subdivision 2, or for staff development plans, including plans 1.19 for challenging instructional activities and experiences under 1.20 section 126.70. Districts may expend an additional amount of 1.21 basic revenue for staff development based on their needs. The 1.22 school board shall initially allocate 50 percent of the revenue 1.23 to each school site in the district on a per teacher basis, 1.24 which shall be retained by the school site until used. The 1.25 board may retain 25 percent to be used for district wide staff 1.26 development efforts. The remaining 25 percent of the revenue 2.1 shall be used to make grants to school sites that demonstrate 2.2 exemplary use of allocated staff development revenue. A grant 2.3 may be used for any purpose authorized under section 126.70 or 2.4 126.77, subdivision 2, and determined by the site 2.5 decision-making team. The site decision-making team must 2.6 demonstrate to the school board the extent to which staff at the 2.7 site have met the outcomes of the program. The board may 2.8 withhold a portion of initial allocation of revenue if the staff 2.9 development outcomes are not being met. 2.10(b) Of a district's basic revenue under section 124A.22,2.11subdivision 2, an amount equal to $5 times the number of actual2.12pupil units must be reserved and may be used only to provide2.13parental involvement programs that implement section 126.69.2.14Parental involvement programs may include career teacher2.15programs, programs promoting parental involvement in the PER2.16process, coordination of volunteer services, participation in2.17developing, implementing, or evaluating school2.18desegregation/integration plans, and programs designed to2.19encourage community involvement.2.20 Sec. 2. [124A.2911] [RESERVED REVENUE FOR PARENTAL 2.21 INVOLVEMENT.] 2.22 Of a district's basic revenue under section 124A.22, 2.23 subdivision 2, an amount equal to $5 times the number of actual 2.24 pupil units must be reserved and may be used only to provide 2.25 parental involvement programs that implement section 126.69. 2.26 Parental involvement programs may include career teacher 2.27 programs, programs promoting parental involvement in the 2.28 planning, evaluating, and reporting (PER) process, coordination 2.29 of volunteer services, participation in developing, 2.30 implementing, or evaluating school desegregation/integration 2.31 plans, and programs designed to encourage community involvement. 2.32 Sec. 3. [APPROPRIATION.] 2.33 Subdivision 1. [DEPARTMENT OF EDUCATION.] The sums 2.34 indicated in this section are appropriated from the general fund 2.35 to the department of education for the fiscal years indicated. 2.36 Subd. 2.
