  1.1                          A bill for an act 
  1.2             relating to state government; directing the department 
  1.3             of administration to consider decentralizing state 
  1.4             agencies and departments. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [DECENTRALIZATION.] 
  1.7      It is the policy of the Minnesota legislature to bring 
  1.8   state government closer to all people of our state in order to 
  1.9   serve them better.  A number of state departments have offices 
  1.10  in all regions of Minnesota, but some do not.  
  1.11     Therefore, the legislature directs the commissioner of 
  1.12  administration to consider the decentralization of appropriate 
  1.13  departments based on the population of the state outside of the 
  1.14  metropolitan area to better serve all citizens of Minnesota.  
  1.15  The commissioner shall report to the legislature by January 15, 
  1.16  2002, on this issue. 
  1.17     The department of administration shall explore the 
  1.18  possibility of using local government offices for state 
  1.19  department functions to save money.
