  1.1                          A bill for an act 
  1.2             relating to flood control; appropriating money to the 
  1.3             commissioner of natural resources; establishing a 
  1.4             legislative task force to investigate funding 
  1.5             mechanisms for interstate flood control projects along 
  1.6             the Red River of the North and its tributaries. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [APPROPRIATION.] 
  1.9      $585,000 is appropriated from the general fund to the 
  1.10  commissioner of natural resources for the completion of 
  1.11  hydrologic and hydraulic modeling efforts from East Grand Forks 
  1.12  to the Canadian Border.  The appropriation shall not be 
  1.13  available until the state of North Dakota makes available an 
  1.14  amount at least equal to this amount. 
  1.15     Sec. 2.  [LEGISLATIVE TASK FORCE.] 
  1.16     A task force is created to analyze means of funding 
  1.17  interstate flood control modeling, planning, design, and 
  1.18  implementation activities for the Red River of the North 
  1.19  watershed in Minnesota and North Dakota. 
  1.20     Sec. 3.  [COMPOSITION.] 
  1.21     The task force shall consist of state legislators whose 
  1.22  districts are wholly or partially within the drainage area of 
  1.23  the Red River of the North. 
  1.24     Sec. 4.  [FUNCTION.] 
  1.25     The task force shall establish contact with a similar group 
  1.26  of state legislators from the state of North Dakota whose 
  2.1   districts are wholly or partially within the drainage area of 
  2.2   the Red River of the North in North Dakota.  This interstate 
  2.3   group of state legislators shall investigate mechanisms to raise 
  2.4   funds locally, organizations to collect funds and manage and 
  2.5   implement joint programs and projects, and means of determining 
  2.6   appropriate interstate cost-sharing for programs and projects.  
  2.7   The task force shall develop a report and present it to the 
  2.8   appropriate legislative committees prior to the 1997 legislative 
  2.9   session. 
  2.10     Sec. 5.  [APPROPRIATION.] 
  2.11     $5,000 is appropriated from the general fund to the task 
  2.12  force for costs of supplies and expenses required to carry out 
  2.13  its functions under this act.
