  1.1                          A bill for an act 
  1.2             relating to local government; requiring preparation of 
  1.3             draft urban rivers guidelines. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [URBAN RIVERS GUIDELINES.] 
  1.6      The office of strategic and long-range planning, in 
  1.7   consultation with appropriate and affected parties, must prepare 
  1.8   guidelines for sustainable development along the central 
  1.9   business districts of rivers in urban areas of the state.  The 
  1.10  office must: 
  1.11     (1) evaluate existing state and municipal laws; 
  1.12     (2) review federal legislation affecting urban rivers; and 
  1.13     (3) identify the technical and administrative procedures to 
  1.14  guide urban river development. 
  1.15     The draft guidelines must be made available to the 
  1.16  environmental and economic development policy committees of the 
  1.17  legislature, and to interested parties, by January 15, 2002.
