  1.1                          A bill for an act 
  1.2             relating to local government; providing for local 
  1.3             government pay equity reports to be filed with the 
  1.4             commissioner of employee relations every five years; 
  1.5             amending Minnesota Statutes 2002, sections 471.999; 
  1.6             477A.014, subdivision 4. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Minnesota Statutes 2002, section 471.999, is 
  1.9   amended to read: 
  1.10     471.999 [REPORT TO LEGISLATURE.] 
  1.11     Subdivision 1.  [ANNUAL REPORT TO LEGISLATURE.] The 
  1.12  commissioner of employee relations shall report to the 
  1.13  legislature by January 1 of each year on the status of 
  1.14  compliance with section 471.992, subdivision 1, by governmental 
  1.15  subdivisions. 
  1.16     The report must include a list of the political 
  1.17  subdivisions in compliance with section 471.992, subdivision 1, 
  1.18  and the estimated cost of compliance.  The report must also 
  1.19  include a list of political subdivisions found by the 
  1.20  commissioner to be not in compliance, the basis for that 
  1.21  finding, recommended changes to achieve compliance, estimated 
  1.22  cost of compliance, and recommended penalties, if any.  The 
  1.23  commissioner's report must include a list of subdivisions that 
  1.24  did not comply with the reporting requirements of this section.  
  1.25  The commissioner may request, and a subdivision shall provide, 
  1.26  any additional information needed for the preparation of a 
  2.1   report under this subdivision. 
  2.2      Subd. 2.  [FREQUENCY OF LOCAL GOVERNMENT 
  2.3   REPORTING.] Notwithstanding any rule to the contrary, beginning 
  2.4   in 2005, a political subdivision must report to the commissioner 
  2.5   on its compliance with the requirements of sections 471.991 to 
  2.6   471.999 no more frequently than once every five years.  No 
  2.7   report from a political subdivision is required for 2003 and 
  2.8   2004. 
  2.9      Sec. 2.  Minnesota Statutes 2002, section 477A.014, 
  2.10  subdivision 4, is amended to read: 
  2.11     Subd. 4.  [COSTS.] The director of the office of strategic 
  2.12  and long-range planning shall annually bill the commissioner of 
  2.13  revenue for one-half of the costs incurred by the state 
  2.14  demographer in the preparation of materials required by section 
  2.15  4A.02.  The state auditor shall bill the commissioner of revenue 
  2.16  for the costs of the services provided by the government 
  2.17  information division and the parts of the constitutional office 
  2.18  that are related to the government information function, not to 
  2.19  exceed $217,000 in fiscal year 1992 and $217,000 in fiscal year 
  2.20  1993 and thereafter.  The commissioner of administration shall 
  2.21  bill the commissioner of revenue for the costs of the local 
  2.22  government records program and the intergovernmental information 
  2.23  systems activity, not to exceed $201,100 in fiscal year 1992 and 
  2.24  $205,800 in fiscal year 1993 and thereafter.  The commissioner 
  2.25  of employee relations shall not bill the commissioner of revenue 
  2.26  for the costs of administering the local government pay equity 
  2.27  function in fiscal years 2004 and 2005, but shall bill the 
  2.28  commissioner of revenue for those costs, not to exceed $56,000 
  2.29  in fiscal year 1992 and $55,000 in fiscal year 1993 2006 and 
  2.30  thereafter. 
  2.31     [EFFECTIVE DATE.] This section is effective for aid 
  2.32  payments in fiscal year 2004 and thereafter.
