  1.1                          A bill for an act 
  1.2             relating to education; dedicating a department of 
  1.3             children, families, and learning staff position to 
  1.4             school media programs; studying school media centers.  
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [DEPARTMENT OF CHILDREN, FAMILIES, AND 
  1.7   LEARNING; SCHOOL MEDIA STAFF PERSON.] 
  1.8      The commissioner of children, families, and learning shall 
  1.9   designate a staff person as a resource person for providing 
  1.10  state-level leadership for school media programs.  The 
  1.11  commissioner shall pay all costs for that staff person out of 
  1.12  existing department appropriations. 
  1.13     [EFFECTIVE DATE.] This section is effective July 1, 2001. 
  1.14     Sec. 2.  [SCHOOL MEDIA CENTER STUDY.] 
  1.15     The commissioner shall use existing funds to conduct a 
  1.16  study of school media centers.  The study must: 
  1.17     (1) make available comprehensive data about school media 
  1.18  center staffing, facilities, collections, and technology; 
  1.19     (2) identify elements of school media programs that 
  1.20  contribute to students' educational achievement; and 
  1.21     (3) recommend best practices for school media programs. 
  1.22     [EFFECTIVE DATE.] This section is effective the day 
  1.23  following final enactment.
