  1.1                          A bill for an act 
  1.2             relating to drainage; providing for special elections 
  1.3             for certain drainage projects; amending Minnesota 
  1.4             Statutes 2002, section 103E.015, by adding a 
  1.5             subdivision.  
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 2002, section 103E.015, is 
  1.8   amended by adding a subdivision to read: 
  1.9      Subd. 3.  [SPECIAL ELECTION REQUIRED.] Before a new 
  1.10  drainage system project under section 103E.212, an improvement 
  1.11  under section 103E.215, an outlet improvement under section 
  1.12  103E.221, a lateral under section 103E.225, or a repair under 
  1.13  section 103E.701 is commenced, a special election must be held 
  1.14  by the drainage authority, and a majority of the affected 
  1.15  landowners must approve the drainage project before it can go 
  1.16  forward.
