1.1 A bill for an act 1.2 relating to education finance; enhancing school 1.3 district technology by providing ongoing funding and 1.4 grants for connectivity; appropriating money; 1.5 repealing Minnesota Statutes 2000, section 125B.25, 1.6 subdivision 9. 1.7 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.8 Section 1. [APPROPRIATIONS.] 1.9 Subdivision 1. [DEPARTMENT OF CHILDREN, FAMILIES, AND 1.10 LEARNING.] The sums indicated in this section are appropriated 1.11 from the general fund to the department of children, families, 1.12 and learning for the fiscal years designated. 1.13 Subd. 2. [TELECOMMUNICATION ACCESS REVENUE.] For 1.14 telecommunication access cost revenue under Minnesota Statutes, 1.15 section 125B.25: 1.16 $18,520,000 ..... 2002 1.17 $18,520,000 ..... 2003 1.18 If the appropriation amount exceeds the revenue for either 1.19 school year, the commissioner shall increase the reimbursement 1.20 rate in Minnesota Statutes, section 125B.25, subdivisions 5 and 1.21 6, to expend the full appropriation. If the appropriation 1.22 amount is insufficient, the commissioner shall reduce the 1.23 reimbursement rate in Minnesota Statutes, section 125B.25, 1.24 subdivisions 5 and 6, and the revenue for each school year must 1.25 be prorated. The reimbursement rate shall not exceed 100 1.26 percent. 2.1 Subd. 3. [VIDEO LEARNING RESOURCES.] For grants to 2.2 districts and interactive television consortia for hardware and 2.3 software necessary to convert and connect sites to the Internet 2.4 and to video learning resources: 2.5 $ 675,000 ..... 2002 2.6 $ 675,000 ..... 2003 2.7 Any balance in the first year does not cancel but is 2.8 available in the second year. 2.9 Subd. 4. [INTER-REGIONAL CONNECTIVITY.] For inter-regional 2.10 connectivity, regional and statewide network coordination, and 2.11 grants for the development of video and Internet applications 2.12 and curriculum resources: 2.13 $1,000,000 ..... 2002 2.14 $1,000,000 ..... 2003 2.15 Any balance in the first year does not cancel but is 2.16 available in the second year. 2.17 Subd. 5. [VIDEO TRANSMISSION TECHNOLOGIES.] For 2.18 demonstration grants for implementation of high capacity, cost 2.19 effective data and video transmission technologies: 2.20 $ 500,000 ..... 2002 2.21 $ 500,000 ..... 2003 2.22 Any balance in the first year does not cancel but is 2.23 available in the second year. 2.24 Sec. 2. [REPEALER.] 2.25 Minnesota Statutes 2000, section 125B.25, subdivision 9, is 2.26 repealed. 2.27 [EFFECTIVE DATE.] This section is effective the day 2.28 following final enactment.
