  1.1                          A bill for an act 
  1.2             relating to telecommunications; requiring redundancy 
  1.3             for telecommunications facilities; proposing coding 
  1.4             for new law in Minnesota Statutes, chapter 237.  
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [237.741] [REDUNDANCY OF TELECOMMUNICATIONS 
  1.7   INFRASTRUCTURE.] 
  1.8      (a) Each owner of telecommunications infrastructure in the 
  1.9   state shall have at least one reliable method of backing up that 
  1.10  infrastructure, to ensure the provision of continuous, reliable 
  1.11  telecommunications services in the event of a failure of the 
  1.12  primary infrastructure. 
  1.13     (b) By August 1, 2001, the commission by order shall 
  1.14  establish standards for owners of telecommunications 
  1.15  infrastructure in Minnesota, to ensure sufficient levels of 
  1.16  redundancy of facilities and network to prevent loss of service 
  1.17  due to an outage.  
  1.18     (c) The commissioner shall report annually to the 
  1.19  legislature on the reliability status of Minnesota's 
  1.20  telecommunications infrastructure. 
  1.21     [EFFECTIVE DATE.] This section is effective the day 
  1.22  following final enactment.
