A bill for an act
relating to consumer protection; prohibiting the recording of driver's license
or other identification card information in connection with a sale of goods or
services; proposing coding for new law in Minnesota Statutes, chapter 325F.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin (a) A person shall not record any information from, or capture an image of, a driver's
license or other identification card in connection with a sale of goods or services, including
age-restricted goods or services.

new text begin (b) A person shall not refuse to sell goods or services to a purchaser who refuses
to allow driver's license or other identification card information to be: (1) recorded or
captured, as prohibited under paragraph (a); or (2) electronically scanned under paragraph
(c).

new text begin (c) This section does not prohibit a person from taking appropriate steps not
prohibited by this section to verify the identity of the purchaser, but the purchaser alone
shall decide whether or not to allow the purchaser's driver's license or other identification
card to be electronically scanned.
