  1.1                          A bill for an act 
  1.2             relating to the metropolitan airports commission; 
  1.3             requiring the commission to meet in airport noise 
  1.4             affected neighborhood; requiring advance notice of 
  1.5             proposed annual budget; amending Minnesota Statutes 
  1.6             2002, sections 473.604, subdivision 5; 473.661, 
  1.7             subdivision 1. 
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  Minnesota Statutes 2002, section 473.604, 
  1.10  subdivision 5, is amended to read: 
  1.11     Subd. 5.  [MEETINGS.] The commission shall meet regularly 
  1.12  at least once each month, at such time and place as the 
  1.13  commission shall by resolution designate.  The commission must 
  1.14  hold at least one meeting per year at a place outside the 
  1.15  boundaries of the Minneapolis-St. Paul International Airport and 
  1.16  within the 60Ldn contour, at which time the commission must 
  1.17  report on its noise mitigation efforts.  Special meetings may be 
  1.18  held at any time upon the call of the chair or any two other 
  1.19  members, upon written notice sent by certified mail to each 
  1.20  member at least three days prior to the meeting, or upon such 
  1.21  other notice as the commission may by resolution provide, or 
  1.22  without notice if each member is present or files with the 
  1.23  secretary a written consent to the meeting either before or 
  1.24  after the meeting.  Unless otherwise provided, any action within 
  1.25  the authority of the commission may be taken by the affirmative 
  1.26  vote of a majority of all the members.  A majority of all of the 
  2.1   members of the commission shall constitute a quorum, but a 
  2.2   lesser number may meet and adjourn from time to time and compel 
  2.3   the attendance of absent members. 
  2.4      Sec. 2.  Minnesota Statutes 2002, section 473.661, 
  2.5   subdivision 1, is amended to read: 
  2.6      Subdivision 1.  [BY JULY 1.] The commissioners shall, on or 
  2.7   before the first day of July of each year, prepare a detailed 
  2.8   budget of the needs of the corporation for the next fiscal year, 
  2.9   specifying separately in said budget the amounts to be expended 
  2.10  for acquisition of property, construction, payments on bonded 
  2.11  indebtedness, if any, operation, noise mitigation, and 
  2.12  maintenance, respectively, subject only to such changes as the 
  2.13  commissioners may from time to time approve.  The commission 
  2.14  must present its proposed budget to the legislature and publish 
  2.15  its proposed budget on the commission's Web site and in 
  2.16  qualified newspapers of general circulation in the metropolitan 
  2.17  area at least 90 days prior to final adoption. 
  2.18     Sec. 3.  [EFFECTIVE DATE; APPLICATION.] 
  2.19     Sections 1 and 2 are effective the day following final 
  2.20  enactment and apply in the counties of Anoka, Carver, Dakota, 
  2.21  Hennepin, Ramsey, Scott, and Washington.
