  1.1                          A bill for an act
  1.2             relating to education; requiring post-secondary 
  1.3             systems to develop and implement plans for career 
  1.4             placement; requiring placement tracking and reports; 
  1.5             proposing coding for new law in Minnesota Statutes, 
  1.6             chapter 135A. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [135A.35] [CAREER PLANNING AND JOB PLACEMENT 
  1.9   INFORMATION.] 
  1.10     Subdivision 1.  [PLAN.] The state university board, the 
  1.11  state board for community colleges, and the state board of 
  1.12  technical colleges shall each develop and begin to implement 
  1.13  plans to provide job placement history and projected demand for 
  1.14  the major course of study approved by the institution for the 
  1.15  students by the beginning of their second year of enrollment.  
  1.16  The board of regents of the University of Minnesota is requested 
  1.17  to develop and implement a plan for the same purpose. 
  1.18     Subd. 2.  [CAREER PLACEMENT.] Each system shall determine 
  1.19  the ways in which it will deliver career placement information 
  1.20  to its students.  Information must include institution placement 
  1.21  history, projected demand in the respective field, and types of 
  1.22  associated fields of study.  The systems shall use labor market 
  1.23  job forecasting information provided by the department of 
  1.24  economic security and student follow-up data collected under 
  1.25  subdivision 3, in addition to other relevant information.  Each 
  1.26  student shall acknowledge in writing that the career placement 
  2.1   information has been provided by the respective system. 
  2.2      Subd. 3.  [PLACEMENT FOLLOW-UP.] Each plan shall include 
  2.3   provisions for tracking students after graduation to determine 
  2.4   if they are employed in a job in the area of their career 
  2.5   preparation or related field and the capacity in which they are 
  2.6   employed.  This placement information shall be used to assist 
  2.7   students in career preparation planning. 
  2.8      Subd. 4.  [REPORT.] Each post-secondary system shall report 
  2.9   its plan to the education committees of the legislature by 
  2.10  January 15, 1996.  Following the initial report, each system 
  2.11  shall biennially report a summary of its placement information 
  2.12  as part of its biennial budget request.
