  1.1                          A bill for an act 
  1.2             relating to natural resources; extending the 
  1.3             environment and natural resources trust fund advisory 
  1.4             committee; amending Minnesota Statutes 2000, sections 
  1.5             15.059, subdivision 5a; and 116P.06, subdivision 1. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 2000, section 15.059, 
  1.8   subdivision 5a, is amended to read: 
  1.9      Subd. 5a.  [LATER EXPIRATION.] Notwithstanding subdivision 
  1.10  5, the advisory councils and committees listed in this 
  1.11  subdivision do not expire June 30, 1997.  These groups expire 
  1.12  June 30, 2001, unless the law creating the group or this 
  1.13  subdivision specifies an earlier expiration date. 
  1.14     Investment advisory council, created in section 11A.08; 
  1.15     Intergovernmental information systems advisory council, 
  1.16  created in section 16B.42, expires June 30, 1999;

  4.27     Sec. 2.  Minnesota Statutes 2000, section 116P.06, 
  4.28  subdivision 1, is amended to read: 
  4.29     Subdivision 1.  [MEMBERSHIP.] (a) An advisory committee of 
  4.30  11 citizen members shall be appointed by the governor to advise 
  4.31  the legislative commission on Minnesota resources on project 
  4.32  proposals to receive funding from the trust fund and the 
  4.33  development of budget and strategic plans.  The governor shall 
  4.34  appoint at least one member from each congressional district.  
  4.35  The governor shall appoint the chair. 
  4.36     (b) The governor's appointees must be confirmed with the 
  5.1   advice and consent of the senate.  The membership terms, 
  5.2   compensation, removal, and filling of vacancies for citizen 
  5.3   members of the advisory committee are governed by section 
  5.4   15.0575.  Notwithstanding section 15.059, subdivision 5, or 
  5.5   other law to the contrary, the advisory committee does not 
  5.6   expire. 
  5.7      Sec. 3.  [EFFECTIVE DATE.] 
  5.8      Sections 1 and 2 are effective the day following final 
  5.9   enactment.
