A bill for an act
relating to the State Lottery; establishing electronic lottery terminals; proposing
coding for new law in Minnesota Statutes, chapter 349A.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
For purposes of this section, an
"electronic lottery terminal" is any self-service electronic device used to sell nonscratch
lottery tickets.
Nothing in this section prohibits the director of the State
Lottery from authorizing electronic lottery terminals for use by lottery retailers, as defined
in section 349A.06. The director must provide the electronic lottery terminals, as well
as pay all costs associated with installation of terminals.
Within 90 days of a retailer's request for electronic lottery terminals, the director
must deliver and install electronic lottery terminals at the retail location.
For every sale occurring on an electronic lottery
terminal, the director must pay the lottery retailer a commission rate equal to the rate paid
to a retailer who does not have electronic lottery terminals.
This section is effective the day following final enactment.
