1.1 A bill for an act 1.2 relating to metropolitan government; authorizing 1.3 financing for transit and paratransit facilities and 1.4 equipment; removing the limitation on metro mobility 1.5 funding for capital costs; providing for portion of 1.6 bond proceeds to be spent on bus security measures; 1.7 amending Minnesota Statutes 1994, section 473.39, 1.8 subdivision 1b, and by adding a subdivision. 1.9 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.10 Section 1. Minnesota Statutes 1994, section 473.39, 1.11 subdivision 1b, is amended to read: 1.12 Subd. 1b. [OBLIGATIONS; 1993-1996.] The council may also 1.13 issue certificates of indebtedness, bonds, or other obligations 1.14 under this section in an amount not exceeding $62,000,000,of1.15 which$44,000,000may be used for council transitforand 1.16 paratransit fleet replacement, transit and paratransit 1.17 facilities,andtransit and paratransit capital equipment,and1.18$18,000,000 may be used fortransit hubs, park-and-ride lots, 1.19 community-based transit vehicles and replacement service program 1.20 vehicles, intelligent vehicle highway systems projects,and1.21 other capital expenditures as prescribed in theimplementation1.22andcouncil's transit capitalplans of the boardimprovement 1.23 program, and related costs including the cost of issuance and 1.24 sale of the obligations.The council may issue $32,000,000 of1.25the total amount authorized under this subdivision during fiscal1.26biennium ending 1993, $30,000,000 during fiscal biennium ending1.271995.2.1 Sec. 2. Minnesota Statutes 1994, section 473.39, is 2.2 amended by adding a subdivision to read: 2.3 Subd. 1c. [ADDITIONAL OBLIGATIONS.] In addition to the 2.4 authority in subdivisions 1a and 1b, the council may also issue 2.5 certificates of indebtedness, bonds, or other obligations under 2.6 this section in an amount not exceeding $50,000,000, which may 2.7 be used for capital expenditures as prescribed in the council's 2.8 transit capital improvement program; security measures on 2.9 transit vehicles, including, but not limited to, plexiglas 2.10 enclosures for drivers and on-bus surveillance cameras; and for 2.11 related costs, including the costs of issuance and sale of the 2.12 obligations. 2.13 Sec. 3. [BUS SECURITY MEASURES.] 2.14 The metropolitan council shall spend not less than $354,000 2.15 of the proceeds of bonds issued under Minnesota Statutes, 2.16 section 473.39, subdivision 1c, for security measures on transit 2.17 vehicles, including, but not limited to, plexiglas enclosures 2.18 for drivers and on-bus surveillance cameras. 2.19 Sec. 4. [METRO MOBILITY CAPITAL EXPENDITURES.] 2.20 Notwithstanding the limitation on funding for metro 2.21 mobility in Laws 1993, chapter 266, section 3, subdivision 3, 2.22 the metropolitan council may use the proceeds from the 2.23 certificates of indebtedness, bonds, or other obligations issued 2.24 pursuant to Minnesota Statutes, section 473.39, subdivision 1b, 2.25 to pay the capital costs of metro mobility. 2.26 Sec. 5. [EFFECTIVE DATE.] 2.27 Sections 1 to 4 are effective the day following final 2.28 enactment and apply in the counties of Anoka, Carver, Dakota, 2.29 Hennepin, Ramsey, Scott, and Washington.
