1.7BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.8    Section 1. Laws 2008, chapter 179, section 3, subdivision 12, as amended by Laws
1.92008, chapter 365, section 17, and Laws 2008, chapter 370, section 5, is amended to read:

Subd. 12. Metropolitan State University

(a) Smart Classroom Center

3.5    Sec. 4. UNIVERSITY OF MINNESOTA.
3.6    Subdivision 1. Appropriation. $39,500,000 is appropriated from the bond proceeds
3.7fund to the board of regents for the purposes specified in this section.
3.8    Subd. 2. Bell Museum of Natural History. $39,500,000 is to complete design and
3.9to construct, furnish, and equip a new Bell Museum of Natural History on the St. Paul
3.10campus. This appropriation is intended to cover approximately two-thirds of the project
3.11costs. The remaining costs must be paid from university sources.

3.12    Sec. 5. MINNESOTA STATE COLLEGES AND UNIVERSITIES.
3.13    Subdivision 1. Appropriation. $67,110,000 is appropriated from the bond proceeds
3.14fund to the board of trustees for the purposes specified in this section.
3.15    Subd. 2. Hennepin Technical College. $10,600,000 to complete design and
3.16to renovate, furnish, and equip existing space at the Brooklyn Center and Eden Prairie
3.17campuses for a library, student services and science and technology classes.
3.18    Subd. 3. Lake Superior Community and Technical College. $11,550,000 to
3.19complete design and to construct, furnish, and equip an addition to the Health and Science
3.20Center and to renovate existing spaces.
3.21    Subd. 4. Metropolitan State University. $5,700,000 to construct, furnish, and
3.22equip the renovation of two floors of technology-enhanced classrooms, and academic
3.23offices in the power plant building. This appropriation includes money to demolish the
3.24power plant annex to enable the new construction.
3.25    Subd. 5. Minnesota West Community and Technical College. $4,730,000 to
3.26construct, furnish, and equip an addition to the field house and renovate, furnish, and
3.27equip existing space.
3.28    Subd. 6. North Hennepin Community College. $13,970,000 to construct, furnish,
3.29and equip the renovation of existing space for classrooms and related space and the
3.30addition to the Center for Business and Technology.
4.1    Subd. 7. Northeast Higher Education District; Mesabi Range Community and
4.2Technical College, Eveleth. $5,250,000 to construct, furnish, and equip shop space for
4.3the industrial mechanical technology and carpentry programs. This appropriation includes
4.4funding for renovation of existing space for ADA compliance.
4.5    Subd. 8. St. Cloud Technical College. $5,600,000 to complete design and to
4.6construct, furnish, and equip the renovation of the Allied Health Center.
4.7    Subd. 9. Southwest Minnesota State University. $5,900,000 to complete design
4.8and to construct, furnish, and equip the renovation of existing space and the addition to the
4.9Plant Science Learning Center in the Science and Math Building.
4.10    Subd. 10. Systemwide classroom renovation. $3,810,000 to design, construct,
4.11furnish, and equip the renovation of classroom and academic space. Campuses may
4.12use nonstate money to increase the size of the projects. This appropriation may only
4.13be used at the following campuses: Central Lakes College, Brainerd; Minnesota State
4.14Community and Technical College, Moorhead and Wadena; Minnesota West Community
4.15and Technical College, Pipestone; Northland Community and Technical College, Thief
4.16River Falls; Pine Technical College, Pine City; and Rochester Community and Technical
4.17College, Rochester.
4.18    Subd. 11. Debt service. (a) The board shall pay debt service on one-third of the
4.19principal amount of state bonds sold to finance projects authorized by this section. After
4.20each sale of general obligation bonds, the commissioner of finance shall notify the board
4.21of the amounts assessed for each year for the life of the bonds.
4.22(b) The commissioner shall reduce the board's assessment each year by one-third of
4.23the net income from investment of general obligation bond proceeds in proportion to the
4.24amount of principal and interest otherwise required to be paid by the board. The board
4.25shall pay its resulting net assessment to the commissioner of finance by December 1 each
4.26year. If the board fails to make a payment when due, the commissioner of finance shall
4.27reduce allotments for appropriations from the general fund otherwise available to the
4.28board and apply the amount of the reduction to cover the missed debt service payment.
4.29The commissioner of finance shall credit the payments received from the board to the bond
4.30debt service account in the state bond fund each December 1 before money is transferred
4.31from the general fund under Minnesota Statutes, section 16A.641, subdivision 10.

4.32    Sec. 6. BOND SALE.
5.1To provide the money appropriated in sections 4 and 5 from the bond proceeds
5.2fund, the commissioner of finance shall sell and issue bonds of the state in an amount
5.3up to $106,610,000 in the manner, upon the terms, and with the effect prescribed by
5.4Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota Constitution,
5.5article XI, sections 4 to 7.

5.6    Sec. 7. EFFECTIVE DATE.
5.7Sections 1 to 6 are effective the day following final enactment.
